Job Title: Senior Product Owner / Agile Delivery Lead (Defence Data Programs)
Location: Remote (National Capital Region preferred) with occasional attendance at National Defence Headquarters (Ottawa) for classified briefings as required.
Duration: 48-Week Contract
Security Clearance: Must hold a valid Government of Canada Secret Clearance (must already be active)
Key Responsibilities:
- Our client, a federal organization within the Canadian defence sector, is seeking a Senior Product Owner / Agile Delivery Lead to provide strategic leadership and program oversight for a complex defence data ecosystem supporting multiple concurrent lines of effort.
- Define, refine, and communicate long-term product vision, strategic roadmaps, and priorities for large-scale data platform and analytics initiatives.
- Translate defence and operational requirements into prioritized backlogs, epics, features, and user stories while balancing business value and technical feasibility.
- Lead and coordinate cross-functional teams consisting of Data Engineers, Data Architects, Business Intelligence Analysts, and product stakeholders.
- Facilitate agile delivery ceremonies, remove operational impediments, and optimize team productivity and delivery velocity.
- Engage with senior military leadership and defence stakeholders to gather requirements, manage expectations, and provide transparent reporting on scope, progress, and priorities.
- Serve as the primary point of coordination for multiple concurrent defence data initiatives and competing operational priorities.
- Manage and maintain enterprise Azure DevOps (ADO) environments, including backlog management, sprint planning, dashboard creation, progress tracking,
and risk monitoring.
- Lead risk management, quality assurance, release planning, and change management activities across complex cloud-based data and analytics programs.
- Support user adoption, stakeholder engagement, and organizational change initiatives across the defence enterprise.
What You Must Bring to This Role:
- Active Project Management Professional ( PMP ) certification from the Project Management Institute (PMI).
- Master's degree in Business Administration (MBA), Public Administration (MPA), Management, Managerial Economics, or a related graduate-level business discipline from a recognized Canadian university.
- Active advanced Product Owner certification, including one of the following:
- A-CSPO or CSP-PO
- PSPO II or PSPO III
- SAFe POPM
- Minimum five (5) years of continuous experience within the last eight (8) years as a Senior Product Owner or Agile Delivery Lead.
- Demonstrated experience leading cross-functional defence data teams comprised of both Data Engineers and Business Intelligence Analysts.
- Experience managing project dependencies and feature releases within Government of Canada defence, intelligence, or national security environments.
- Experience delivering products at the Protected A level or higher.
- Robust hands-on experience administering and managing work within enterprise Azure DevOps (ADO) environments.
- Must hold a valid Secret-level Government of Canada security clearance (mandatory).
Deliverables:
- Strategic product vision and roadmap development.
- Cross-functional defence data team leadership and coordination.
- Azure DevOps backlog, release, sprint, and dependency management.
- Stakeholder engagement, governance, and progress reporting.
- Risk mitigation, quality assurance, and change management execution.
- Delivery of data platform and analytics capabilities supporting defence operational objectives.
Work Location:
- Primarily remote.
- Candidate must be able to attend classified briefings at National Defence Headquarters in Ottawa on an occasional basis when required.
