Location: Saskatoon, Saskatchewan

Reports to: Executive Director

Objective and Scope The Regulatory Manager is responsible for leading the day-to-day regulatory operations of the Saskatchewan Association of Optometrists (SAO). This role ensures the organization meets its legislative obligations while overseeing licensing, complaints administration, regulatory compliance, and committee operations.

Working closely with the Executive Director, the Regulatory Manager serves as the organization's internal regulatory expert, providing operational leadership, maintaining regulatory integrity, and supporting SAO as it prepares for the future separation of its Association and College functions.

Responsibilities

- Lead the day-to-day regulatory operations of the organization.
- Coordinate annual licensing and registration processes for members and professional corporations.
- Maintain accurate member and professional corporation registers.
- Administer regulatory activities in accordance with legislation, bylaws, standards, and policies.
- oversee all regulatory financial transactions including creating invoices and processing all regulatory payments.
- Coordinate mandatory government reporting and regulatory submissions.
- Respond to regulatory inquiries from members and external stakeholders.
- Coordinate the end-to-end complaints process, including committee administration, hearings, and regulatory documentation.
- Prepare agendas, reports, correspondence, and committee materials.
- Coordinate mediation, discipline, and regulatory committee meetings.




- Record meeting minutes and maintain confidential regulatory records.
- Research applicable legislation, bylaws, standards, and policies to support committee decision-making.
- Support the development and maintenance of regulatory policies, standards, and governance documents.
- Identify opportunities to improve regulatory processes, systems, and operational efficiencies.
- Support the implementation and ongoing enhancement of regulatory technology and reporting systems.
- Build collaborative relationships with members, legal counsel, committee volunteers, and external stakeholders.

Requirements

- Strong understanding of legislation, policy interpretation, governance, or regulatory administration.
- Exceptional organizational and project management skills.
- Ability to manage multiple priorities while maintaining exceptional accuracy.
- Strong written communication and document preparation skills.
- Demonstrated professionalism, discretion, and confidentiality.
- Ability to work independently while proactively planning annual regulatory activities.
- Strong relationship-building skills with the ability to balance member service and regulatory accountability.
- Availability to attend occasional early morning, evening, or weekend committee meetings and events.





Experience and Education

- Postsecondary education in Public Administration, Business Administration, Legal Administration, Paralegal Studies, Governance, or a related field.
- Minimum three years of experience in a senior administrative role, ideally in regulatory, legal, governance or compliance sectors
- Advanced Microsoft Office skills, particularly Word, Outlook, Excel, and Teams.
- Exceptional organizational, administrative, and documentation skills.
- Excellent written communication abilities.

Assets

- Experience working with legislation, bylaws, regulations, or professional standards.
- Experience supporting boards, committees, tribunals, or governance bodies.
- Experience within a skilled regulator, association, legal office, government, or not-for-profit organization.
- Experience coordinating licensing, compliance, investigations, or complaints administration.
