Description
Conklin Resource Development Advisory Committee (“CRDAC”) is requesting a quote from a qualified contractor/company (the “Contractor”, herein) to provide cleaning services at two (2) properties in Conklin, Alberta.
Timeline Target
Must be able to start on September 8, 2026 based on an authorization to proceed by September 4, 2026. Completion of 137 Jack Pine Place and 125 Jack Pine Place is required by September 15, 2026. Contractor access to the two units will be provided on September 8, 2026.
Expectations The primary goal of this Scope of Work (“SOW”) is to define the requirements for a complete and thorough cleaning of two (2) housing residential units. The cleaning must eliminate all construction dust, dirt, grime, residue, paint splatter, stickers, and debris, leaving the homes in a move-in ready, “sparkle clean” condition suitable for tenant handover.
- General and common areas (including bedrooms, living rooms, hallways) Task Detail/Specification Notes Dust Removal 3-step high-detail dusting: (1) initial high-to-low heavy dust removal. (2) mid-level damp cloth wipe down. (3) final dry micro-fiber wipe down of all surfaces. Mandatory for all surfaces to ensure zero residual construction dust. Wall and Ceilings Wash clean walls and ceilings for paint marks, smudges, and dirt. Remove cobwebs. Use non-abrasive cleaners and caution on painted surfaces. Trim and Millwork Clean and wipe all baseboards, crown molding, door frames, window sills, and exposed beams/vents. Remove all caulk and paint overspray residue. Doors and Hardware Clean both sides of all doors (including closet doors). Polish all door knobs, handles, and hinges. Remove all adhesive labels and protective plastics. Beds, Frames and Mattresses Clean wipe all hard surfaces. Spot clean any soft surfaces and steam clean, if necessary. Remove all adhesive labels and protective plastics. Cabinetry and Drawers Interior and exterior: wipe down and thoroughly clean and disinfect the inside, outside, top, and edges of all cabinets and drawers in all rooms (kitchen, laundry, linen, vanity). Ensure no sawdust or debris remains inside.
Light
Fixtures and Vents Clean light fixtures, ceiling fans, electrical outlets, wall switches, and thoroughly vacuum all HVAC/exhaust registers.
Mandatory: Remove registers, vacuum deep inside the ductwork opening, and wipe down the register cover before reinstallation.
- Kitchen and Laundry Rooms Task Detail/Specification Notes Sinks and Faucets Detailed cleaning and polishing of all stainless steel and enamel sinks and faucets. Remove plumber’s tape/residue and hard water spots.
Countertops
Wipe, clean, and polish all countertop surfaces.
Pay attention to grout lines or seams.
Appliance Exteriors
Wipe down the exterior of all installed appliances (range, dishwasher, refrigerator,
microwave, washer, dryer). Remove all manufacturer stickers and protective film.
Appliance Interiors
Clean and disinfect the interior of all appliances. Focus on removing packing materials and dust.
Rangehood
Detailed cleaning ensuring all cooking residue and grease is removed.
Range
Detailed cleaning top and oven using an appropriate oven cleaner. Ensure all cracks are cleaned.
Dishwasher
Detailed cleaning of the interior. Remove and clean any screens (replace when completed). Run one cycle to ensure proper operation. Washer/Dryer Detailed cleaning of top and interior ensuring to wipe and disinfect any door gaskets and seals. Run one cycle to ensure proper operation.
Backsplashes
Detailed cleaning of tile or stone backsplashes, ensuring all grout haze is removed.
- Bathrooms (3 baths total) Task Detail/Specification Notes Showers and Tubs Clean and polish shower stalls, glass enclosures, tub surrounds, and fixtures. Thoroughly remove grout haze, soap scum, and protective film.
Toilets
Detailed cleaning and sanitization of toilets, inside and out, including the base and behind the unit. Vanity and Mirror Clean and polish vanity tops, sinks, faucets, and mirrors. Remove all adhesive and splatters.
Cabinetry and Drawers Same high-detail cleaning of interior and exterior vanity cabinets as per Section A (above).
- Windows and Glass Task Detail/Specification Notes Window Glass Interior and Exterior: Clean all glass surfaces (mirrors, shower enclosures, windows). Requires careful scraping/removal of paint, plaster, or caulk overspray using only approved, non-scratching tools. Tracks and Frames Vacuum and wipe down all window and door tracks, ensuring all construction debris is removed. Clean all window frames and sills. Tracks must be completely free of debris to allow smooth operation.
- Flooring (hard surfaces only) Task Detail/Specification Notes Hard Surface Floors Sweep/vacuum, then perform a final, detailed damp-mop or machine scrub to remove residual dust and light soil from all tile, wood, or luxury vinyl plank (LVP) floors. This includes all bedrooms, common areas, and stairs. Ensure no cleaner residue is left behind. Edge vacuuming is mandatory to ensure dust removal at baseboards throughout the unit.
- Reporting and Deficiency Notification Task Detail/Specification Notes Deficiency Reporting The Cleaning Contractor must immediately notify the Client/Owner or Site Representative of any significant deficiencies encountered during the cleaning process. This includes, but is not limited to: leaks, running water,
non-operational electrical items (switches, lights, outlets), broken glass, damaged fixtures, or obvious surface defects that may require patching and painting.
Documentation
Contractor should verbally notify immediately, then follow up with written documentation (description, location, and date/time of notice) to obtain confirmation of receipt from the Client/Owner.
Materials And Equipment The Contractor is responsible for supplying all necessary, professional-grade equipment, cleaning chemicals, and consumables to complete the SOW.
- Required Equipment: vacuum cleaners, ladder/extension poles for high access, microfiber cloths, non-scratching scrapers, floor cleaning equipment, and steam cleaning equipment.
- Required Chemicals: All chemicals must be non-abrasive, environmentally friendly where possible, and specifically formulated for current construction surfaces (e.g., glass, stainless steel, stone). Contractor must verify chemical compatibility with surface finishes (e.g., non-acidic tile/grout cleaners).

Other Requirements The Contractor shall ensure it meets the following criteria and requirements:
- A valid business license to operate in the Regional Municipality of Wood Buffalo. A locally owned and operated business is preferred;
- Must have experience and necessary equipment to complete the service;
- Must have a minimum of $2,000,000 liability insurance policy and adequate insurance on any vehicle necessary to fulfill the requirements of the service. A copy of this insurance policy must be made available to CRDAC upon request; and
- Workers’ Compensation Board (“WCB”) Clearance.
Payment The Contractor shall provide an invoice to the CRDAC for services rendered. Invoices submitted by the Contractor are payable within 30 days of receipt. A service agreement is required. Independent Contractor The Contractor shall act as an independent contractor and not as an employee of CRDAC.
