Role Overview

We are seeking a Senior UX Designer to lead end-to-end human-centered UX research, service design, and digital product design activities for the Common Compliance Management Platform (CCMP) , an enterprise initiative supporting regulatory compliance services across the Ontario Public Service.

The successful candidate will translate user research, business requirements, and stakeholder insights into intuitive, accessible, and user-centered digital experiences. The role requires strong experience in UX research, service design, prototyping, usability testing, accessibility, and Agile delivery, with hands-on experience using Figma and Azure DevOps or similar tools .

The Senior UX Designer will serve as a UX subject matter expert, providing strategic design leadership and advisory services while collaborating with product owners, business stakeholders, architects, developers, and cross-functional Agile teams.

Must-Have Skills

- 5+ years leading human-centered UX research and design for complex digital products and services.
- Strong experience planning and conducting:

- User interviews

- Workshops

- Surveys

- Usability testing

- Stakeholder consultations
- Proven experience translating research findings into actionable design recommendations.
- End-to-end UX design experience from discovery through delivery.
- Experience creating personas, user journeys, service blueprints, information architecture, user flows, wireframes, mockups, and interactive prototypes.
- Experience aligning designs with the Ontario Design System and accessibility requirements.
- Experience applying human-centered design and UX/UI best practices.
- Experience working in Agile, Scrum, Lean, or DevOps environments.
- Hands-on experience with Figma.
- Experience with Azure DevOps or similar tools.
- Experience in public sector, government, or large-scale digital transformation initiatives.

Project Overview The Common Compliance Management Platform (CCMP) is an enterprise initiative led by Regulatory Compliance Ontario (RCO), the Ontario Ministry of Agriculture, Food and Agribusiness (OMAFA), and the Land and Resources I+IT Cluster (LRC) . The initiative aims to address fragmented and aging IT systems used across Ontario's regulatory ministries by establishing a standardized, modular, and composable technology solution for regulatory compliance services.

The CCMP will align with the OPS Target State Architecture and enable a more integrated, scalable, accessible, and user-centered approach to compliance service delivery.

Key Responsibilities

- End-to-End UX Research & Design
- Lead UX design activities across the complete product lifecycle, including discovery, research, design, prototyping, testing, beta validation, implementation, and continuous improvement.
- Plan and conduct user research and stakeholder engagement activities.
- Conduct interviews, workshops, surveys, usability testing, and stakeholder consultations.

- Translate research findings into

- Establish and apply UX metrics and performance measures.




- Use continuous validation practices to evaluate and improve digital services.
- Ensure UX activities support project objectives, schedules, quality standards, and successful adoption.
- Service Design, Accessibility & Digital Experience
- Apply human-centered and evidence-based design methods to complex business and user experience challenges.
- Design intuitive, accessible, and user-centered digital experiences.
- Apply UX/UI best practices and human-centered design principles.
- Incorporate AODA and WCAG accessibility requirements.
- Apply the Ontario Design System to digital experience solutions.
- Develop and iterate wireframes, prototypes, and proof-of-concepts using Figma or equivalent tools.
- Support product and service design initiatives through journey mapping, prototyping, and design validation.
- Contribute to UX strategies, service standards, and digital experience improvements across multiple user groups and business domains.
- Stakeholder Engagement & Advisory Services
- Collaborate with product owners, business stakeholders, and cross-functional Agile teams to understand and align user needs with business objectives.
- Lead stakeholder workshops and facilitate requirements-gathering sessions.
- Build consensus across diverse stakeholder groups and manage competing priorities.
- Provide strategic advice and recommendations on:

- UX strategy

- Service design

- Usability

- Digital experience

- Performance measurement
- Communicate complex UX concepts clearly to technical and non-technical audiences.
- Provide reporting, recommendations, and advisory services to project teams, stakeholders, and senior leadership.

- Agile Product Delivery
- Collaborate with cross-functional teams throughout discovery, design, development, testing, validation, and implementation.
- Participate in Agile/Scrum/Lean/DevOps delivery activities.
- Support user stories, sprint planning, backlog refinement, and user acceptance activities.
- Incorporate end-user feedback throughout the product lifecycle.
- Work closely with designers, developers, architects, product owners, project managers, and QA teams.
- Promote industry standards and UX best practices across product teams.
- Architecture & Business Case Support
- Support solution architecture design activities from a UX and service-design perspective.
- Contribute to Options Analysis.
- Support Treasury Board business case development.
- Ensure user needs, accessibility, service outcomes, and digital experience considerations are incorporated into solution decisions.

Experience & Skill Set Requirements UX Research & Design – 50%

- 5+ years of experience leading human-centered UX research and design for complex digital products and services.
- Experience planning and conducting user interviews, workshops, surveys, usability testing, and stakeholder consultations.
- Ability to translate research findings into actionable design recommendations.

- 3+ years of experience in Service Design and Digital Product Delivery.
- Demonstrated experience applying human-centered and evidence-based design methodologies.
- Hands-on experience developing and iterating wireframes, prototypes, and proof-of-concepts using Figma or equivalent UX tools.
- Strong knowledge of AODA and WCAG accessibility requirements.
- Experience supporting product and service design through user-centered methodologies.

Communication, Stakeholder Engagement & Advisory – 15%
