Following Royal Assent of the Build Canada Homes Act in June 2026, BCH is in a formative stage of transition toward a Crown Corporation. This creates a meaningful opportunity to help establish the governance, accountability, legal, risk, and corporate foundations of a national mission-driven organization with significant scale, visibility, complexity, and public trust responsibilities.

This role is offers a hybrid model. They currently work 2-3 days in office and potentially 4 days in the future.

Position Scope: The Senior Director, IT and Cybersecurity role, Information Technology (“IT”) leads the strategic direction, governance, and delivery of technology services across Build Canada Homes and its subsidiaries (collectively, the “Corporation” or “BCH”). The role is accountable for technology strategy, enterprise applications, IT operations and infrastructure, cybersecurity, technology risk management, and data governance capabilities that enable BCH to achieve its mandate through secure, reliable, and scalable technology services.

Working across BCH and with internal employees, technology vendors, service providers, and external stakeholders, the Senior Director, IT and Cybersecurity, role ensures technology investments, digital capabilities, and information assets support operational execution, organizational performance, and long-term business priorities. The role establishes technology service delivery frameworks, digital enablement strategies, and governance practices that improve efficiency, innovation, collaboration, and user experience across the Corporation.

The Senior Director, IT and Cybersecurity role provides leadership across IT operations and infrastructure, cybersecurity and technology risk, and data governance, management, and security. The role establishes functional policies, standards, oversight mechanisms, and performance frameworks consistent with the expectations of a Crown corporation, ensuring technology services remain secure, compliant, resilient, reliable and aligned with BCH priorities.

Responsibilities:

TECHNOLOGY STRATEGY, DIGITAL ENABLEMENT AND INNOVATION

- Establishes the technology vision, priorities, and multi-year roadmap required to support BCH's mandate,



business objectives, and operational requirements.
- Aligns technology strategy, investments, and service delivery with organizational priorities and emerging business needs.
- Leads or supports, where applicable, digital enablement and technology modernization initiatives that improve organizational effectiveness, scalability, and service delivery.
- Identifies opportunities to leverage technology, automation, and innovation to enhance business performance and employee experience.
- Provides strategic advice and guidance regarding technology trends, opportunities, risks, and investment priorities.

IT OPERATIONS AND INFRASTRUCTURE

- Provides strategic oversight of enterprise applications, platforms, networks, cloud services, workplace technologies, and IT infrastructure.
- Establishes service delivery models, operating standards, and performance expectations that support reliable, secure, and effective technology operations.
- Ensures technology services and infrastructure are scalable, resilient, and aligned with business continuity requirements.
- Oversees technology lifecycle planning, system availability, capacity management, and service modernization activities.
- Monitors technology performance and service outcomes and drives continuous improvement across technology operations.

CYBERSECURITY AND TECHNOLOGY RISK MANAGEMENT

- Establishes cybersecurity strategies, policies, frameworks, and controls to protect BCH information assets, systems, and technology environments.
- Leads the identification, assessment, monitoring, and mitigation of cybersecurity and technology-related risks.
- Oversees IT incident preparedness, response, recovery, and resilience programs to strengthen BCH's security posture.
- Ensures compliance with applicable security, privacy, regulatory, and corporate requirements.
- Provides strategic oversight of technology risk management practices and promotes security awareness throughout BCH.

DATA GOVERNANCE, MANAGEMENT AND SECURITY

- Leads the development and implementation of data governance frameworks, standards, and accountabilities across BCH.
- Establishes policies and practices that support data quality, stewardship, integrity, accessibility, and appropriate use of information assets.
- Oversees data management, information security, retention, and protection practices in accordance with legislative and corporate requirements.
- Enables the effective use of data and information to support reporting, analysis, planning, and decision-making.
- Promotes a culture of responsible data management and information governance across BCH.

GOVERNANCE, PERFORMANCE AND LEADERSHIP

- Provides leadership, direction,



and oversight to Information Technology personnel, programs, and service delivery activities.
- Establishes technology policies, standards, governance frameworks, and performance measures that support organizational objectives and regulatory compliance.
- Leads technology planning, investment prioritization, resource allocation, and budget management activities.
- Oversees technology vendor relationships, contracts, service agreements, and third-party performance management practices.
- Establishes or supports, where applicable, reporting frameworks, dashboards, and performance indicators to support executive decision-making and functional accountability.
- Ensures technology programs, systems, and information assets are managed in accordance with BCH governance and risk requirements.
- Promotes continuous improvement, service excellence, innovation, and operational effectiveness across the Information Technology function.
- Supports the development of BCH's annual operating plans, strategic plans, and multi-year business priorities.
- Contributes to enterprise planning, performance management, and organizational reporting activities.
- Establishes and manages Information Technology budgets and resource plans.

Qualifications and Experience:

- Post-secondary degree in Information Technology, Computer Science, Information Systems, Engineering, Business Administration, or a related discipline.
- Relevant professional certifications such as CISSP, CISM, CGEIT, ITIL, PMP, TOGAF, Cloud certifications, or equivalent are considered assets.
- Extensive experience of a minimum of ten to fifteen years in progressively senior technology leadership roles.
- Proven track record leading enterprise technology, infrastructure, cybersecurity, digital transformation, and data governance functions within complex organizations, public-sector entities, Crown corporations, or similarly regulated environments.
- Demonstrated experience developing and executing technology strategies aligned with business priorities.
- Strong knowledge of cybersecurity, technology risk management, enterprise architecture, IT operations, cloud technologies, and data governance practices.
- Experience overseeing technology vendors, managed services, contracts, and strategic partnerships.
- Demonstrated experience advising executive leaders on technology investments, digital enablement, cybersecurity, and information management matters.
- Experience managing budgets, resources, and technology performance measures.
- Occasional travel required (up to 20% of the time).
- Bilingualism (English and French) is a strong asset.
