Part-timesupport opportunity (temporary): Concept Paper Developer – August 2026 to September 2026
Hourly rate: $40.98 – paid on receipt of deliverables
Hours: 25 hours total

Duties and Responsibilities
TheFaculty of Social and Community Services (FSCS)



is seeking to contract asubject-matter expert to complete a concept paper to inform the development ofa new degree program in Early Childhood Leadership. Reporting to the AssociateDean, Faculty of Social & Community Services, and in collaboration with theManager, Program & Curriculum Development, the incumbent will leveragetheir background and experience in Early Childhood Education (ECE) or relatedfield, to research, develop and prepare the initial framework (concept paper)for the proposed credential using an established template and in alignment withthe Ontario Qualifications Framework (OQF). The incumbent works independently,with the support of the new program development team in the Centre for Teachingand Learning to ensure the new program is current, innovative, andfuture-focused and adheres to ministry, institutional and regulatoryrequirements.
The incumbent will :

Research existing comparator programs offered by CanadianUniversities and Colleges of Applied Art and Technology (CAAT) to identifyprogram context, content, outcomes, and administrative aspects.

Outline rationale for program development and delivery (i.e.,industry trends, labour market needs, etc.).

Generate roster of prospective/anticipated job titles and areas ofemployment for graduates.

Develop a program description with themes/foci that will allow fordifferentiation of the proposed program from those already on offer.

Outline disciplinary content that the program should include.

Draft Program Learning Outcomes (PLOs/PVLOs/VLOs).

Recommend program delivery options (e.g. on campus, online, hybrid)

Recommend pathway or degree completion opportunities for diplomastudents (e.g., ECE, CYC).

Research and outline any accreditation or regulatory requirementsand/or recommendations.

Suggest the work integrated learning (WIL)



opportunity for students(e.g., co-op, field placement, capstone project, or applied research).

Outline any faculty, space and capital (i.e., specializedequipment) requirements.

Attend virtual kick-off and check-in meetings in cooperation withthe CTL and FSCS

Maintain ongoing communication and attend check-in meetings withassigned Program Development Consultant as scheduled.

Qualifications
Thesuccessful candidate will possess a minimum of a Master’s degree (PhDpreferred) with a focus on early childhood education, leadership in earlychildhood education, child development, infant and child mental health andaccessibility, educational support or related disciplinary area, and relevantemployment experience such as ECE experience or experience in related roles insocial service, education or health-related sectors.
