MacEwan University is seeking a Senior Advisor, Procurement and Contracts Services for a full time continuing opportunity with the Procurement and Contract Management Services.
The Senior Advisor, Procurement and Contracts Services is responsible for leading assigned end-to-end high-risk, high-visibility, and/or high-value procurement and contract services to meet the widely varying needs of the stakeholders across the university by searching for opportunities to leverage purchases to achieve the best overall value for university expenditures on goods and services while adhering to legislative and policy requirements for public procurement and escalating risk and compliance issues if required.
Key responsibilities include:
Contributing to market research to gain a deep insight of the supply chain, risks, buyer behaviors and other issues such as legislation and policies that impact procurement;
Conducting analysis on organizational spending within assigned portfolio and developing and implementing strategic initiatives to achieve annual savings targets and/or value enhancement objectives and tracks results of efforts;
Providing support and advice to MacEwan's stakeholders on all aspects of contracting, competitive bidding, procurement, and strategic business decisions,



impacting internal decision-makers and vendors supplying goods and services to the university;
Complying with and advising on the university's procurement related policies and procedures to drive optimal value-for-money outcomes;
Developing procurement risk assessment and suggesting risk mitigation strategies.
Full accountability for bid document development, solicitation on Alberta Purchasing Connection (APC), evaluation, negotiations, awards on APC, regrets, and debriefs while ensuring proper stakeholder engagement;
Leading mainly end-to-end high-risk, high-visibility, and/or high-value NRFP (negotiated RFP) and other RFx processes;
Leading and facilitating debriefing of unsuccessful bidders toward improvement of future responses and, based on feedback received, improvement of future competitive bidding documents;
Playing a role in crafting negotiation strategies and managing complex contractual discussions;
Participating in departmental planning initiatives for development of department strategic objectives and action plans; and
Diligently moving the business forward by suggesting process improvements, mitigating risks to the university, and containing costs.

Skills You will have:
Knowledge of business concepts and economic drivers that factor into business agreements;
Contract development experience, using existing templates, with the ability to incorporate technical and problem-solving skills;
Critical thinking and quantitative and qualitative analytical skills with the ability to identify key issues and risks, create practical options and recommendations;
The ability to develop strategic evaluation criteria and supporting the business' techno-commercial assessment/evaluation solutions;
Collaborative verbal and written communication skills, with exemplary writing skills;
The ability to work independently while completing complex tasks, knowing when to elevate risks and concerns through sound judgement;
Strong skills in standard MS office application suite, such as MS Word, Excel, Outlook, and PowerPoint;
Professionalism in handling matters with integrity, discretion, and confidentiality;
The ability to make objective and ethical decisions when handling highly sensitive issues that have a significant impact on major contract awards;
The ability to lead initiatives and operate in a service-oriented and client-centered environment;
Strong conflict management and team facilitation skills to achieve consensus; and




A demonstrated ability to build positive relationships within the team and across the university within multi-disciplinary constituent groups.
Qualifications A minimum of a post-secondary diploma in a business-related field.
A minimum of 7 years of related procurement experience.
A minimum of 3 years leading competitive bid processes, writing resultant contracts based on an existing contract template, facilitating procurement and contracts subject matter advisory services.
A Supply Chain Management Professional designation (SCMP) or equivalent designation or working towards the same would be considered an asset.
Formal training in Business (contract law), supply chain management, or public procurement would be considered an asset.
Experience working with negotiated requests for proposals (NRFP) with sound negotiation skills would be considered an asset.
Successful track record of delivering on sourcing initiatives of significant value ($50M+) would be considered an asset.
Experience working in post-secondary institutions or public procurement.
Experience using MS Access, SharePoint, Visio, and / or Project would be considered an asset.
An equivalent combination of education and experience may be considered.
