Tri-global Solutions Group Inc. is seeking two (2) Data Governance Leads to join our talented Service Delivery team at Service New Brunswick (SNB), Government of New Brunswick.
WORK MODEL: The successful contractor(s) will be able to work remotely, but the should be able to travel to the province of Recent Brunswick at least once per month throughout the project duration. All work must be performed from within Canada in accordance with network and data security policies. Applicants must be legally authorized to work in Canada (e.g., Canadian citizen or permanent resident). Standard hours are 8:15 AM to 4:30 PM Atlantic Time, Monday to Friday, excluding observed holidays. Regardless of location, the contractor must adhere to these Atlantic Time business hours.

PROJECT OVERVIEW
New Brunswick is undergoing a significant transformation, transitioning from various standalone hospital information systems to a unified, standardized, and integrated Clinical Information Solution (CIS). This transformation prioritizes the standardization of clinical practices province-wide, a crucial step toward achieving a unified provincial CIS. The focus is on identifying leading practices in patient care delivery and responsible health data management. Implementation of the CIS will modernize how care is delivered, enabling greater consistency, efficiency, and collaboration across the health system.
To support this transformation, we are seeking the services of a Data Governance Lead to support the development and maturation of a provincial health data governance program.
DESCRIPTION OF SERVICES
The Department of Health (DH) requires a Data Governance Lead (DGL) to support the CIS Program. The DGL will be responsible for establishing, leading, and maturing a province-wide health data governance program that ensures health system data is trusted, secure, ethically used, and leveraged for public good.
This role provides strategic leadership across the health system to define the “rules of the road” for health data use and management — spanning legislation, policy, standards, stewardship, custodianship and oversight while enabling clinical transformation, analytics, and secondary use of data at scale. The Data Governance Lead acts as the primary integrator between policy, privacy, clinical operations, analytics, and digital health platforms, translating legislative intent into practical, operational governance across the provincial health system.
The DGL is expected to have extensive experience in public sector data governance, health system planning and digital health planning and/or operational planning. Moreover, the individual needs to have experience leading or supporting policy development, and data governance at provincial scale. The DGL will be required to work closely with other business stream team members (Business Intelligence and Privacy workstream teams), the Department of Health (Innovation and eHealth group), various Chief Privacy Officers (CPOs), clinicians, subject matter experts (SMEs), and health administrative stakeholders on data governance development and alignment efforts. This role serves as a leader to drive the end-to-end strategy,
planning and implementation of a province-wide health data governance strategy and its corresponding enablers to ensure full-scale buy-in and adoption.
With the guidance from DH Leadership and Symbio Program Leadership, the DGL will be responsible for:
Legislative, Policy, and Compliance Alignment – Providing recommendations on legislative and regulatory approaches and other policy levers needed to enable data governance objectives. Translating provincial health information legislation (e.g., PHIPPA) into clear governance policies and operational guidance for RHAs, DH, SNB and other health system partners. The DGL will support modernization initiatives related to privacy, consent, information network designation, and secondary use of health data.
Provincial Data Governance Strategy & Framework – Leading the design and implementation of a provincial health data governance framework that supports responsible and ethnical use of data. This will include policies, standards, decision rights, and accountability models across the health data lifecycle (collection, use, disclosure, retention, and secondary use). The DGL will also lead the development of data classification schemas, data ownership models, and governance artefacts that support consistent and compliant data use across all organization. Alignment of governance with provincial digital health initiatives, the Symbio CIS transformation, and enterprise analytics function will be imperative.
Stakeholder Engagement – Acting as a trusted advisor to senior leaders across the Department of Health, RHAs, SNB, and system partners on data governance and secondary data use. Lead stakeholder engagement, facilitation, and socialization activities to build shared understanding of data governance principles, benefits, and obligations. Support patient engagement as another key stakeholder segment to build the public’s data literacy and understanding of how patient data is used and foster public trust.
System-Wide Governance Enablement – Establishing and supporting health system data governance committees/councils and working groups, ensuring effective oversight, decision-making, and escalation pathways. The DGL will facilitate the definition of data management roles and responsibilities (data owners, stewards, custodians) across the provincial health system. Moreover, the DGL will drive adoption of shared data governance practices, including common data dictionaries and standards.
Enablement of Analytics & Secondary Use of Data – Enabling secure, compliant, and efficient secondary use of health data for analytics, performance management, research, and policy development. Collaborate with analytics, privacy, and broader health system stakeholders to ensure governance supports appropriate access (i.e. with access controls defined and implemented). The DGL will also champion data quality, standardization, and interoperability as foundations for health system intelligence.
Program/Project Management – Leading the planning, execution, and overall delivery of all things data governance and stewardship.
The chosen individual’s work will be comprised of project-based efforts. Some after hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.
MANDATORY REQUIREMENTS
University Degree in Healthcare Sciences, Health Administration, Business Administration, Health Informatics, Information Technology, or equivalent combination of applicable education and experience. (Yes or No)
Demonstrated experience leading Canadian healthcare data governance strategy, planning, policy, and implementation in a jurisdiction (province or territory)
comparable to New Brunswick in terms of size or complexity. (10 years+)
Demonstrated experience showing progressive leadership within government focusing on health system planning and provincial initiatives that pertain to data and/or digital health. (10 years+)

SCORED REQUIREMENTS
Previous experience working within New Brunswick’s healthcare technology environments (i.e. Department of Health, Vitalité Health Network, Horizon Health Network, Service New Brunswick) showcasing a strong understanding of the local landscape, policies, and practices. (Yes or No)
Verbal and written communication, facilitation, and presentation skills in both French and English is strongly preferred. (Yes or No)
Completion of one or more recognized industry certifications, including Certified Business Analysis Professional (CBAP), Project Management Institute (PMI) Professional Certifications, Project Management Professional (PMP), Certified ScrumMaster (CSM), or equivalent credentials demonstrating expertise in business analysis, project delivery, and agile methodologies. Demonstrated experience working with a high level of self-direction, strong interpersonal skills, and the ability to confidently engage and collaborate with project team members, subject matter experts, and stakeholders at all levels. (5 years+)
Demonstrated experience leading executive briefings, steering committee presentations, governance meetings, and clinical stakeholder engagements within large-scale healthcare or government transformation initiatives. The resource must demonstrate the ability to tailor communications to diverse audiences, influence decision-making, build consensus, and effectively communicate complex project information to both technical and non-technical stakeholders. (5 years+)
Demonstrated experience working with clinical and operational downstream applications that integrate with major Clinical Information Systems, including analysis of workflows, interfaces, data exchanges, and downstream system impacts. Examples include applications used in Laboratory, Pharmacy, Diagnostic Imaging, Cardiology, Registration, Scheduling, and nursing Units. (3 years+)
Demonstrated experience working with enterprise Clinical Information Systems (CIS) within acute care, ambulatory, and integrated healthcare environments, including major healthcare transformation initiatives involving CIS implementation, optimization, expansion, upgrade, consolidation, or replacement. Candidates must identify the CIS platforms they have supported, describe their role and responsibilities, and provide details regarding the scope, scale, and complexity of the initiatives. (3 years+)
DELIVERABLES
Develop a provincial data governance framework (encompassing data ownership, governance, stewardship and custodianship) to align on data roles and responsibilities across the entire health system (i.e. the Regional Health Authorities (RHAs), DH and SNB.
Enable prudent management and safeguarding of personal health information as well as it’s ethical use through the development of policies and procedures.
Support the modernization of legislation (i.e. PHIPPA) and lead the development data standards, policies and procedures
Develop a data classification schema for all health data (i.e. public, internal, confidential).
Collaborate with clinical, business, technical and operational stakeholders to develop a Symbio data strategy that is complementary to the Symbio Business Intelligence strategy.
Collaborate with the Department of Health Shared Analytics branch to co‑develop a provincial data strategy that is complementary to the provincial BI strategy.
Collaborate with the Chief Privacy Officers (CPOs) and clinical, business and technical stakeholders to develop a Consent Management Framework and Access Controls for the Symbio Program, which can be scaled provincially (for all future data assets/systems).
