Finance Manager

Community Government of Whatì

Location: Whatì, Northwest Territories (On-site)

Position Type: Full-Time, Temporary

Reports To: Senior Administrative Officer (SAO)

About the Role

Reporting directly to the Senior Administrative Officer, the Finance Manager is responsible for overseeing all aspects of municipal financial management, including:

· Financial planning and strategic financial leadership

· Annual operating, capital, and utility budgeting

· Financial reporting and analysis

· Accounting operations and internal controls

· Payroll and benefits administration

· Cash flow and treasury management

· Risk management and asset protection

· Audit preparation and external stakeholder relations

· Supervision and development of finance staff The successful candidate will work closely with the SAO, Council, department managers, government agencies, auditors, and community partners to ensure the effective stewardship of public funds and support community priorities.

Key ResponsibilitiesFinancial Leadership

· Develop and implement long-term financial strategies and plans.

· Advise leadership on financial matters and decision-making.

· Develop and maintain financial policies, procedures, and controls.

· Lead and mentor finance department staff.

Budgeting and Financial Management

· Lead the annual budgeting process.

· Monitor budget performance and analyze variances.

· Prepare financial forecasts and expenditure management plans.

· Support departmental and project budget development.

Financial Reporting and Compliance





· Prepare accurate monthly, quarterly, and annual financial reports.

· Oversee financial statement preparation in accordance with GAAP.

· Coordinate annual audits and ensure regulatory compliance.

· Provide financial analysis and recommendations to leadership.

Accounting and Payroll

· Oversee accounts payable, accounts receivable, payroll, and reconciliations.

· Maintain accurate financial and payroll records.

· Ensure compliance with tax and payroll remittance requirements.

· Manage employee benefits and pension administration.

Risk and Treasury Management

· Monitor cash flow and municipal investments.

· Manage insurance policies and claims.

· Develop risk mitigation strategies and safeguard municipal assets.

· Maintain solid internal controls and accountability measures.

QualificationsRequired

· Bachelor's degree in Accounting, Finance, or related discipline.

· Minimum five years of financial management experience.

· Strong experience in budgeting, financial reporting, accounting, and financial analysis.

· Knowledge of GAAP and relevant legislation, including the NWT Financial Administration Act.





· Proficiency with financial software and Microsoft Office applications.

· A combination of experience and education will be considered.

· Demonstrated capability with Sage 300, ADP, and Telpay.

Preferred

· Experience working within a municipal, Indigenous, or public sector environment.

· Knowledge of northern or Indigenous community governance structures.

· CPA designation or active pursuit of CPA designation (CFE completed).

Compensation & Benefits

We offer a competitive compensation package that includes:

· Hourly wages of $40 to $45 based on qualifications and experience.
