About the Role The Business Analyst works with internal stakeholders to translate complex operational, financial, organizational, and external data into clear insights that support strategic and operational initiatives, evidence-based policing, improved service delivery, and community outcomes. The role supports data-driven decision making, continuous improvement, research and evaluation, and performance measurement across the Service.
The Business Analyst plays a crucial role in supporting various initiatives through data analysis and insights.
Responsibilities
- Gathers, documents, and analyzes business requirements to support operational and strategic initiatives, including analytical frameworks, performance measures, business cases, policy development, and cross functional initiatives.
- Collects, integrates, and analyzes operational, financial, organizational, and external data to identify trends, risks, and performance gaps.
- Prepares analytical reports that summarize key insights and support decision making by leadership.
- Ensures analytical outputs used by leadership are accurate, reliable, and support defensible decision making.
- Establishes and monitors performance frameworks, including key performance indicators, objectives and key results, and outcome-based measures.
- Monitors and reports on the Board’s Strategic Plan by tracking progress, identifying risks or gaps, and preparing updates on performance and outcomes.
- Conducts business needs assessments, workflow analysis, service mapping, and process mapping to identify inefficiencies, including facilitating workshops and sessions to gather requirements.
- Assesses organizational structures, staffing models, and workload distribution to support effective resource allocation.
- Conducts quantitative and qualitative research, including surveys,
benchmarking, comparative analysis, program evaluations, pilot assessments, and impact analyses.
- Supports forecasting and predictive analysis related to demand, staffing, and crime trends.
- Leads continuous improvement initiatives across operations, administration, and service delivery, and guides staff in applying continuous improvement practices.
- Contributes to change management initiatives by evaluating impacts and monitoring implementation outcomes.
Qualifications
- University degree in a relevant field such as Business Administration, Public Administration, Data Analytics, Criminology, or Economics, plus a Business Analysis (CBAP/CCBA) or Project Management (PMP/CAPM) designation. A master’s degree is considered an asset.
- Minimum of four years of related experience in business and organizational analysis, including requirements gathering, business needs assessments, workflow and process mapping, and supporting strategic and operational initiatives.
Required Skills
- Experience working in an organization with multiple divisions, diverse service areas, and competing priorities; public sector, policing, health care, or government experience is considered an asset.
- Experience developing dashboards, reports, performance measures, and analytical frameworks using tools such as Excel, Power BI, Tableau, or similar platforms.
- Knowledge of continuous improvement methods, performance measurement frameworks, key performance indicators, and outcome-based evaluation.
- Knowledge of quantitative and qualitative research methods, including survey design, benchmarking, comparative analysis,
and evaluation.
- Strong analytical and critical thinking skills, with the ability to interpret complex data from multiple sources and translate findings into clear insights and practical recommendations.
- Strong written, verbal, and interpersonal skills, with the ability to present complex information clearly to varied audiences and engage effectively with stakeholders.
- Demonstrated ability to manage multiple priorities with attention to detail and accuracy.
- Valid Ontario Class G Driver’s License.
Pay range and compensation package Salary: $109,258.50
