Title
Change Management Consultant
Description The role supports Ontario’s priorities under Bill 5, Protect Ontario by Unleashing Our Economy Act 2025 . The consultant may be partially assigned to Bill 5 projects.
Workplace attendance: 5 days per week, 7.25 hours daily between 8:00AM–5:00PM.
The Land and Resources I⁢ Cluster, with MAG and IAFNER, seeks a seasoned change management specialist to deliver strategic and tactical plans that build awareness, foster collaboration, and increase adoption of an enterprise Microsoft Dynamics solution.
Responsibilities include assessing adoption levels, readiness, barriers, and developing strategies that translate product capabilities into business outcomes. The consultant will partner with stakeholders, product teams, and governance bodies to support new functionality, process changes, and continuous improvement.
General Requirements
- 10+ years organizational change management experience.
- 5+ years supporting enterprise/digital transformation.
- Experience with adoption strategies, readiness assessments, communication/training plans.
- Certification in Prosci, CCMP, or equivalent.
- Public sector/regulatory environment experience.
Responsibilities
- Provide consultative advice, coaching, and expertise in change management.
- Support leaders as change champions.
- Collaborate with project managers, analysts, and leadership.
- Develop strategies, communication plans, sponsor roadmaps, training, and resistance management.
- Lead stakeholder management and engagement strategies.
- Align change activities with stakeholders to remove barriers.
- Articulate purpose of change clearly.
- Identify risks and resistance, design readiness assessments,
track adoption/utilization.
- Embed change through knowledge transfer, performance management, and continuous improvement.

- Knowledge of industry standards, best practices, methodologies.
- Solid communication, conflict management, facilitation, and listening skills.
- Analytical and decision-making abilities.
- Project management fundamentals.
Desirable Skills
- Experience assessing impacts to processes/technology.
- Leading medium–large transformational projects.
- Applying structured methodologies (Prosci ADKAR, Kotter).
- Developing actionable plans (communications, coaching, training).
- Defining success metrics and monitoring adoption.
- Coordinating with communications, training, HR specialists.
- Influencing at all organizational levels.

- Change Management Strategy & Execution (50%) : Expertise in adoption, readiness, stakeholder engagement, CRM/digital platforms, barriers analysis, comprehensive plans, resistance management, measurement frameworks.
- Stakeholder Engagement & Communication (30%) : Consensus building, communication strategies, materials (briefings, newsletters, FAQs), consultations, workshops, training strategies, executive alignment.
- Governance & Performance Measures (20%) : Governance structures, KPIs, dashboards, post-implementation reviews, OPS/public sector context.
Must Have
- Experience leading enterprise-wide change initiatives.
- Proven adoption strategies.
- Recognized methodologies (Prosci ADKAR, ACMP, Kotter).
- Consensus building and stakeholder alignment.
- 10+ years change management, 5+ years enterprise/digital transformation.
Nice to Have
- OPS or comparable public sector experience.
