JOB SUMMARY

The Fleet Safety & Training Branch is responsible for managing the City’s Fleet Safety program, including vehicle safety, driver behaviours, collision prevention, collision investigation and secure operation standards for the City. The Branch is also responsible for maintaining the City’s Commercial Vehicle Operator Registration (CVOR) certification and ensuring ongoing compliance with all related provincial legislation. You are responsible for managing, evaluating and improving Municipal Fleet Safety and Driver Training programs, services, and operations, and the development, implementation and evaluation of related plans, policies, guidelines, systems, processes and procedures.

This includes

- managing the City’s Fleet Safety program, including the establishment of programs related to vehicle safety, driver behaviours, collision prevention, collision investigation and safe operation standards
- overseeing the City of Ottawa’s Driver and Operator Training Program, including formal training, assessment and authorization program for all drivers and operators using vehicles and equipment at the City of Ottawa
- establishing and maintaining the City’s Authority to Operate policy for all employees
- maintaining the City’s Commercial Vehicle Operator Registration (CVOR) certification to ensure ongoing compliance with all related provincial legislation.

You are also responsible for managing financial and human resources, and stakeholder and partner relationships.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering, Business Administration, Public Administration, Risk Management, Safety or other related field Minimum of 5 years of related experience in fleet safety and training industry, with specific experience in safety, including a minimum of 3 years in the management of human and financial resources

CERTIFICATIONS AND LICENCES





Health & Safety certification such as Canadian Registered Safety Professional (CRSP), Certified Health & Safety Consultant (CHSC) or related certification is desirable

KNOWLEDGE

- Principles, practices, procedures, techniques, laws and regulations pertaining to the Service’s functions, programs, services and operations such as: Ontario Highway Traffic Act, Canada Labour Code, WSIB Act, Employment Standards Act, MFIPPA, Canadian Human Rights Act, Transportation of Dangerous Goods Act, National Safety Code Standard 11
- CVOR legislation, regulation and compliance requirements and strategies
- Sustainability and sustainable development principles and practices and disciplines of environmental compliance
- Collision investigation, analysis and prevention principles
- Development and implementation of long-range and short-term strategies for Fleet Safety
- Trends and developments in the fleet safety and training environment
- System Safety Engineering and risk assessment principles
- The City of Ottawa’s organizational, governance and administrative structures
- Legislation, regulations, policies, standards and guidelines relevant to the work
- Business administration concepts, theories, principles and methodologies
- Corporate policies, guidelines and practices
- The various Collective Agreements in place at the City
- Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
- Knowledge of MS Office, RiskMaster, FMIS, and SAP
- Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
