Program Background

KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.

KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):

1. Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
2. Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.
3. Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.

The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability equity and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport. KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

For more information, please see www.dt-global.com The Role The Community Engagement Lead is responsible for leading the implementation of KINETIK’s community engagement work, integrating non-government stakeholder engagement, community participation, and locally led development and sustainability approaches across the program. This includes across initiatives in KINETIK’s sectors (renewable energy, sustainable transport, and water and sanitation and waste management) and thematic focus areas (innovative financing, climate change and disaster resilience, digitalisation and automation, policy). An integrated approach to GEDSI and community engagement across KINETIK’s policy work will be a focus, to promote GEDSI-transformative approaches, promote a locally led approach and build coalitions for sustainability.

Reporting to the Head of Gender Equality, Disability Equity, and Social Inclusion (GEDSI) and Community Engagement,



the role supports KINETIK’s delivery of a twin-track approach to GEDSI and community engagement as well as strengthening program team capabilities to support the delivery high-quality activities aligned with the GEDSI Strategy towards achieving sustainable and impactful outcomes. This role involves leading the delivery of targeted community engagement initiatives under the GEDSI portfolio, and supporting sector teams, other KINETIK functions, and delivery partners to mainstream community perspectives and inclusion into their project design, delivery, monitoring, adaptive management, and learning. The Lead also contributes to the internal strengthening of program capabilities across KINETIK teams and delivery partners by supporting to develop and apply practical tools, guides, and approaches to mainstream GEDSI and community engagement approaches across KINETIK’s work.

The Lead manages the grant partnership with KINETIK’s Community Engagement Partner/s (CEP) and delivery partner supporting ecosystem strengthening, supporting alignment between partner-delivered activities and KINETIK’s Community Engagement Strategy, GEDSI objectives, sector priorities, and broader program outcomes. The role helps to ensure that people (including women, people with disabilities, and marginalised groups) are more genuinely involved in climate resilient development, including the infrastructure life-cycle and financial markets.

The Lead engages with Indonesian government counterparts and champions, development partners, civil society organisations, representative organisations of women, Organisations of Persons with Disabilities (OPDs), community organisations, and delivery partners to strengthen inclusive participation, institutional capability, local ownership, and sustainable impactful approaches to inclusion and community engagement to advance program objectives.

The Community Engagement Lead contributes to monitoring, learning, adaptive management and reporting, ensuring implementation experience and community feedback inform continuous improvement of KINETIK's community engagement approaches. The role supports the strengthening of internal KINETIK and delivery partner capabilities through support to develop and apply practical tools, methodologies, and learning processes and provides quality assurance to the GEDSI and community engagement aspects of activity implementation to strengthen internal capabilities. This role also supports compliance with risk management processes, particularly related to DT Global and DFAT policies related to the Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH), safeguarding and child protection.

About You

Essential Experience and Knowledge

- Degree in social sciences, development studies, community development, anthropology, sociology, public policy, international development, or a related field; postgraduate qualification preferred.
- Minimum 10 years of experience in community engagement, social development, stakeholder engagement, participatory approaches, or locally led development initiatives, including experience at senior technical level.
- Demonstrated experience designing and implementing community engagement methodologies, participatory processes, or stakeholder engagement approaches within development programs or complex initiatives.
- Robust understanding of gender equality, disability inclusion, social inclusion, safeguarding,



and locally led development principles and their practical application in community engagement approaches.
- Demonstrated experience working with Government of Indonesia institutions, subnational governments, civil society organisations, community groups, representative organisations, or similar stakeholders on community engagement and participation initiatives.
- Demonstrated ability to integrate community perspectives and engagement approaches into project design, implementation, monitoring, and adaptive management processes.
- Excellent facilitation, relationship management, and coordination skills, including demonstrated ability to work effectively across multidisciplinary teams, delivery partners, and complex partnership arrangements.
- Excellent communication skills in English; Bahasa Indonesia highly desirable (for international applicants).

Desirable

- Experience with DFAT-funded programs or similar donor-funded development initiatives.

- Experience managing delivery partners, consortium partners, community engagement providers, or similar partnership arrangements.

- Experience working in climate change, sustainable infrastructure, public policy, or economic development programs.

- Experience working in Indonesia or comparable contexts.

- Established networks with civil society organisations, community organisations, and locally led development practitioners.
