The plan includes key functionality like electronic physician, nursing, and allied health documentation, an integrated enterprise medical record, Computerized Provider Order Entry (CPOE), and many patient safety tools. We are mobilizing a team to help support the project and are seeking Clinical Practice Consultants to be members of various clinical design teams for both acute and outpatient services.

In partnership with the Chief Clinical Information Officer (CCIO) and Chief Medical Information Officer (CMIO), champions and leads within the Advance Program, this is an exciting clinical transformation that re-imagines the way we deliver care today and into the future, enabled by the implementation of Meditech Expanse.

- Participate in workflow redesign, content development, clinical validation, training, and go-live support for Meditech Expanse implementations across FHA with the Clinical Device Integration team.
- Participate in the advancement and optimization of the Meditech Expanse system.
- Develop a strong collaborative relationship with the CCIO/CMIO, and together provide clinical leadership in utilizing information technology to support the Meditech Expanse implementation.
- Ensure project objectives are accomplished through effective clinical planning, design, build, implementation, and sustainment initiatives.
- Participate as a Clinician Champion in various committees representing the needs and requirements of the Provider, Nursing and Allied health programs and networks.
- Champion change and project management methodologies by developing and providing education.
- Liaise and maintain effective relationships with various internal/external partners including multidisciplinary teams, Programs and Networks.
- Provide support and expertise to the project delivery team and committee on development of integrated project charters, schedules and work plans to ensure successful implementation.

Here is what we would like you to have:

- Master’s degree in a health related field.
- Plus seven (7) years recent, related experience in complex management roles in a clinical related area.
- Five (5) years recent experience in healthcare project planning/development with a focus on clinical information system implementation.
- Valid BC Driver’s License and access to personal vehicle for business related purposes.

An equivalent combination of education, training and experience will be considered. We are hiring for a full-time positions, located at our Central City office in Surrey, BC. This role may be eligible for remote/hybrid work.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Consultant, Clinical Standardization & Integrated Plan of Care (IPoC) promotes clinical best practice and quality patient outcomes by providing leadership and guidance to clinical directors, managers, clinicians, and health care teams regarding clinical standardization, point of care documentation and the IPoC initiative. Provides expert advice and problem solving for clinical practice areas participating in the IPoC initiative; in collaboration with stakeholders, identifies barriers to implementation, develops appropriate action plans and evaluates outcomes.

Responsibilities

1. Provides consultation leadership and guidance to clinicians, managers and directors regarding clinical standardization, care standard and principles adoption and the development, implementation and evaluation of the Integrated Plan of Care (IPoC) Initiative.
2. Collaborates with all relevant stakeholders, including Core Team Members/subject matter experts, Clinical Informatics leaders/staff/contractors, Clinical Directors/Managers, to identify barriers to implementation, develop appropriate action plans, and evaluate and assess outcomes.
3. Liaises with sites and clinical leaders across Fraser Health to gather core team members as subject matter experts. Establishes deliverables and develops communications and orientation to ensure members are aware of objectives and have access to materials.
4. Works to support compliance with clinical practice established through care standard and IPoC implementation plans. Ensures proper governance is established and processes are followed. Develops an education plan, clinical decision support tools, revision of supporting documentation, and a plan to support the various operational teams and physicians impacted by changes to practice.
5. Oversees and supports related projects and initiatives, incorporating change management and knowledge translation considerations.
6. Oversees clinical standardization and IPoC staff as designated and related projects as assigned including the supervision of day to day operational work.
7. Maximizes health human resources utilization by facilitating full scope of practice for all categories of health providers.

Recommends and leads or contributes to the development of new clinical policies and procedures.
9. Obtains, reviews and disseminates current information including IPoC governance committee processes, IPoC directives and targets, project plans, education requirements.
10. Represents Fraser Health and the IPoC initiative at various events including educational forums, committees.
11. Networks, understands and supports all IPoC structures and related clinical groups such as Core Team members and clinical teams, for the primary purpose of practice integration and facilitating consistency in standards of care and point of care documentation.

Qualifications

Education and Experience

Graduate of an approved clinical health profession with a Bachelor's degree in health administration, education, or related health field. Seven (7) years' recent, related clinical and/or education experience in a complex health care environment including project management and leadership experience, or an equivalent combination of education, training and experience. Current practicing registration with the relevant college or association in British Columbia.
