Halifax Regional Municipality is inviting applications for the full-time, temporary position of Coordinator, Africville Community Outreach & Engagement in Chief Administrative Office with the Office of Diversity & Inclusion/ African Nova Scotian Affairs.

The Coordinator is responsible for supporting, advancing, and coordinating ANSAIO’s work related to Africville, including the Africville Visioning Project, community engagement, interdepartmental collaboration, and support for cultural, historical, and community-based initiatives. This role ensures strong relationships with the Africville community, including Africville Genealogy Society, Africville Heritage Trust, and other partners, while supporting municipal priorities and honoring Africville’s legacy. The Coordinator is the lead for internal and external partnerships, supporting events and annual commemorations, writing grants, and ensuring clear communication and coordination across Business Units (BUs), HRM departments, and community organizations with respect to work with Africville and associated community partners.
In addition to providing expertise in community outreach, the coordinator will also lead ongoing analytical and research initiatives to support the implementation of the Office of Diversity and Inclusion frameworks and strategies.
DUTIES AND RESPONSIBILITIES:
- Africville Visioning & Strategic Work
- Support and coordinate Phase 2 of the Africville Visioning Project to include o identifying resources and support(s) that may be required to develop an action plan for Africville, based on the feedback from community on the “What we heard Report from Phase 1.
- Establish the internal Africville Visioning Committee.
- Conduct community Engagement to support phase 2.
- Work collaboratively with Planning, PFE/Corporate Real Estate, Halifax Harbour Bridges, and other HRM BUs on Africville-related initiatives (e.g., Windsor Street Exchange, marina/land transfer conversations, bridge project impacts).
- Track project progress, follow-ups, and deliverables; prepare briefing notes and updates for leadership.
- Maintain relationships with the Africville Genealogy Society (AGS) and the Africville Heritage Trust (AHT) and other related partners etc.
- Community Engagement & Representation
- Attend community Africville specific meetings, AGMs, events, and gatherings as ANSAIO’s representative.
- Support ANSAIO in building and maintaining long-term, trust-based relationships with community members, elders, and organizations.
- Support communication flow between HRM and community partners, ensuring transparency, accountability, and follow-through.
- Africville Picnic & Event Coordination
- Lead coordination for the annual Africville Picnic/Reunion in collaboration with HRM Parks and Recreation and community partners. Including:
- Coordination grounds readiness.
- Support promotion of event.
- Liaise Council Support Office and Office of the Mayor to support attendance at event
- Volunteer coordination and support for the church service.
- Grant Writing & Funding Support
- Identify funding opportunities to support Africville visioning and community engagement processes.
- Interdepartmental Coordination & Administration
- Facilitate and support collaboration between HRM Business Units working on Africville-related files.
- Assist in the production of a range of deliverables including reports, presentations and workshops.
- Provide updates to Senior Advisor ANSAIO, HRM leadership, and interdepartmental teams.
- Clearly understand the municipality’s role with respect to diversity and inclusion, distinguish between HRM responsibilities relative to its internal operations, processes and priorities and those of partners, other levels of government and the private sector
- May perform other related duties as assigned.
QUALIFICATIONS:
Education and Experience:
- Undergraduate Degree (preferably in behavioral sciences, human resources management, social sciences, education, communication, human relations, education, or other relevant discipline) with a minimum of two (2) to three (3) years of directly related experience working with African Nova Scotians and African descent peoples and organizations.
- Knowledge and understanding of African Nova Scotians and African descent social, educational and municipal issues, resources, and community.
- Understanding of the cultural diversity among African Nova Scotians and African descent people in Canada and within the Halifax Regional Municipality.
- Knowledge of culturally appropriate ways of working with local African Nova Scotians and African descent communities.
- Strong organizational, written and verbal communications skills, research and problem-solving ability and teamwork
- Facilitation training an asset.
- Experience in the field of equity, inclusion and diversity.
- Experienced and knowledgeable in the design and delivery of culturally relevant programming and community engagement strategies.
- Experience working in a diverse and decentralized organization, ideally in the public sector.
- Experience in dealing with significant organizational change.
- Experience in developing constructive working relationships with people from diverse cultural backgrounds, including those associated with race, ethnicity, national origin, religion, socioeconomic status, age, gender, disability, sexual orientation, and/or other aspects of human diversity.
- Ability to work within a fast-paced environment with all levels of management and staff performing multi tasks.
- Experience working in a diverse and decentralized organization, ideally in the public sector is considered an asset.
Technical / Job Specific Knowledge and Abilities:
- Ability to provide recommendations on issues related to diversity and inclusion development, in particular, issues impacting the African Nova Scotian communities and communities of African descent.
- Experience and skill in conducting research and developing quality research report
- Excellent written and verbal communication skills
- Ability to facilitate effective planning processes, actions results-based plans, maximize use of available resources, use innovation to access new resources, monitors results and adjusts accordingly
- Exercise tact, diplomacy, respect and good judgment in building relations, alliances and actions strategies with others to implement the Diversity and Inclusion Framework and to carry out HRM priorities
Security Clearance Requirements: Applicants may be required to complete an employment security screening check. Please Note: Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Temporary, full time (up to 9 months).
HOURS OF WORK: Monday-Friday, 8:30 a.m. - 4:30 p.m. for 35 hours per week, some flexibility may be required to meet the needs of the organization. Flex options to work outside of these hours and hybrid may be available.
SALARY: NU Level 5, $67,498 - $87,355.
WORK LOCATION: Purdy's Landing Suite 301A, Office of Diversity and Inclusion, Halifax.
