Office Location: All BCER Locations
Salary: $70,003.82 - $79,563.82 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for employees based in Fort St John, Dawson Creek, Prince George, and Terrace.
An additional 13% Location Allowance will be added to posted salary for employees based in Fort Nelson.
About the Job:
In accordance with the provisions of the Heritage Conservation Act, the Cultural Heritage Resource Coordinator (Coordinator) supports the delivery of the BCER’s Heritage Conservation Program (HCP) by assisting with the review and administration of archaeological and heritage resource matters related to energy resource activities in British Columbia.
The Coordinator provides technical expertise and advice related to BCER’s permitting and consultation responsibilities for heritage resources. The Coordinator participates in the review of archaeological submissions associated with energy resource applications and supports the administration of permits issued under the Heritage Conservation Act (HCA). Working within established legislation, policy, and procedures, the Coordinator conducts technical analysis and prepares recommendations, documentation, and supporting materials for review by senior program staff and statutory decision makers.
The role involves engagement with First Nations, stakeholders, other ministries, government agencies, industry, communities, and the public, and contributes to the effective delivery of the BCER’s Heritage Conservation Program through technical review, stakeholder support, data management, reporting, and continuous improvement initiatives.

Responsibilities
Review archaeological and heritage-related submissions in support of the BCER’s HCA permitting responsibilities, including assessing completeness, identifying potential risks, and ensuring adherence to established BCER processes.
Provide recommendations to support statutory decision makers for the BCER’s energy resource activity applications, including analysis of archaeological information, proposed mitigation measures,
and compliance with applicable requirements.
Address application specific questions and concerns through the BCER’s consultation process and stakeholder engagement activities.
Contribute to the development and continuous improvement of BCER’s heritage conservation guidance documentation, manuals, tools, and processes.
Conduct inspections related to heritage conservation and prepare supporting documentation, reports, and recommendations as required.
Support the BCER’s HCP compliance framework, including data coordination, record audits, field inspections, and follow-up actions.
Develop and deliver training and information sessions regarding BCER’s heritage conservation program for proponents, archaeologists, First Nations, or other BCER staff.
Collect, maintain, and analyze program data, metrics, and KPIs as they relate to the HCP review and decision timelines.
Support HCP oversight framework through data management.
Perform other related duties, as assigned.
Qualifications
Education:
A degree from a recognized post-secondary institution in a relevant field such as Archaeology or Anthropology, and three years of related experience.
A combination of experience, training and education may be considered.
Experience:
Demonstrated experience conducting archaeological fieldwork and research and reporting related to heritage resource management within natural resource or energy sector development in British Columbia.
Demonstrated experience applying archaeological methods, principles, and practices.
Demonstrated experience applying knowledge of the Heritage Conservation Act (HCA), including sections related to permitting.
Demonstrated experience engaging with a variety of stakeholders, including First Nations.
Demonstrated experience reviewing, analyzing, and interpreting archaeological, heritage, or other technical information to support recommendations or decision-making.
Demonstrated experience maintaining accurate records or information management systems to support program delivery, reporting, or regulatory activities.
Demonstrated experience communicating technical information and findings to a variety of audience.
Preference will be given to candidates with:
Working knowledge of the Energy Resource Activities Act (ERAA).
Demonstrated experience exercising skilled judgement in the review of archaeological or heritage-related submissions within a regulatory or permitting environment.
Working Conditions & Physical Requirements:
Occasional travel throughout British Columbia, including to remote locations.
Occasional field work. Driving on low grade roads to remote areas, through changing weather in varied field conditions.

It involves a collaborative approach to working towards shared goals, grounded in trust and mutual understanding, which contribute to the success of the BCER.
