Duties and Responsibilities:

Reporting directly to the Manager, Administrative and Financial Services, the Financial Officer plays a pivotal role in ensuring the seamless administrative and financial operations of Information Technology Services (ITS). This position requires exceptional accuracy and confidentiality, as it involves handling sensitive financial data and providing support to senior level staff within ITS. This role is essential for maintaining financial integrity through tasks such as reviewing financial agreements, identifying and resolving variances, processing invoices, collecting payments, and generating comprehensive financial reports.

Additionally, the Financial Officer manages the Ecommerce function, overseeing the disbursement and reconciliation of over $2 million annually, which underscores the importance of meticulous financial oversight.

With oversight from the Manager, Administrative and Financial Services, the Financial Officer must also ensure the integrity of the Service's financial activities, including budget generation,

tracking, analysis, and reporting. This role involves processing orders, verifying transactions, and monitoring departmental communications to identify urgent issues, determine who needs to be involved in solutions, track and communicate progress, and resolve issues as quickly as possible. Effective communication and liaison with stakeholders associated with the assigned portfolio are vital components of this role, ensuring that the University’s financial policies and procedures are rigorously followed and supporting the organization's strategic financial goals.





In addition, the scope of this role includes all the operations within the service, including direct administrative support to the Manager, Administrative and Financial Services and Directors within ITS as required.

Qualifications:

The incumbent must possess the following qualifications:

The University relies on the sound understanding and application of the University policies and financial controls.

- The incumbent must be able to apply GAAP in the management of funds.
- Analytical and problem-solving skills are required to identify financial and non-financial issues

and determine an appropriate course of action.
- The incumbent requires exceptional interpersonal, organizational, analytical, oral

communication and writing skills, as well as flexibility.
- Proven capacity to excel in an independent, and ever-changing work environment.
- Attention to detail and the ability to adhere to strict deadlines in a fast-paced, dynamic

environment is essential.
- The incumbent must be adept at effectively and efficiently determining priorities.
- Must employ an extensive knowledge of Carleton University's accounting system (Banner),

and the related financial software systems (QUICK Reporting, FAST JV, FAST BAR,



eShop, Travel & Expense and internally developed systems).

Education and Experience:

The above is normally acquired through the completion of:

- Completion of an honor’s university degree with an emphasis on Business and/or Accounting.

CPA Designation or 1- or 2-year enrolment in an accounting designation program is an asset.
- A minimum of five years’ experience in accounting, including 1 year in project/fund accounting.

The incumbent must be adept at using a computerized accounting system and spreadsheets.
