SUMMARY OF POSITION:

Reporting to the Manager, Human Resources and Safety, the HSA is responsible for supporting the development, implementation, and evaluation of the organizational Health and Safety Management System (HSMS). This position blends strategic HSMS program ownership with hands-on field support and verification providing technical guidance to leadership and employees, conducting worksite inspections and audits, leading incident and hazard management processes, and supporting contractor Health and Safety compliance. The position works collaboratively with Operations and Maintenance, Engineering, and other departments to ensure Health and Safety requirements are practical, effectively communicated, and integrated into workplace activities.

This is a blended field and office role, based in the Edmonton Region. Regular field presence and engagement with employees is an important component of the position, with the balance of field and office work varying based on operational, project, and organizational needs.

Key Responsibilities:

- Promoting and Embedding Health and Safety Culture
- Promote the health, safety, and wellness of workers and the sustainability of the workplace.
- Encourage a culture of Health and Safety by incorporating Health and Safety considerations into all

stages of work planning and execution, including operational, maintenance, and project activities.
- Maintain regular on-site presence and offer support and guidance in compliance with the HSMS, including engagement with employees performing field work.
- Support the Leadership Team in preparing for and executing Health and Safety meetings and participate in departmental safety meetings, toolbox meetings, project kick-offs, and other operational meetings as required.
- Ensure timely communication of Health and Safety updates, news, and awareness information across the organization and support the coordination of the corporate safety meetings.

HSMS Program Maintenance, Compliance, and Assessment

- Develop and maintain the HSMS in accordance with relevant OHS legislation, standards, and industry best practices, including policies, procedures, forms, emergency plans, safe work practices,



job hazard assessments, and codes of practice, with appropriate input from affected employees and departments.
- Develop and implement internal Health and Safety training programs for onboarding new employees and renewing training for existing employees, and identify additional training needs arising from operational changes, incidents, field observations, and regulatory requirements.
- Assist in developing confined space entry and alternative energy isolation codes of practice as needed, and provide Health and Safety support for other higher-risk operational and maintenance activities.
- Maintain Emergency Response Plans for the organization and conduct drills and exercises to evaluate their effectiveness.
- Support the ongoing review and improvement of the HSMS to ensure requirements remain practical, current, and effectively implemented within the workplace.

Field Inspections, Compliance, and Assessment

- Conduct routine field inspections and audits to assess conformity to the HSMS by inspecting and auditing facilities, equipment, and workplace practices, and engaging with employees performing the work.
- Assess the implementation of the HSMS to ensure consistency with organizational processes, Alberta OHS legislation, and other applicable regulatory requirements through work observations and comprehensive record reviews.
- Assess and provide recommendations in alignment with Health and Safety best practices, standards, and applicable regulations, including practical improvements to work practices, procedures, equipment, and workplace controls.
- Provide field Health and Safety support during operational and maintenance activities, project kick-offs, work planning, shutdowns/tie-ins, and other higher-risk activities as required.
- Document and follow up on findings from inspections and audits and support verification that identified corrective actions have been effectively implemented.

Hazard Identification, Risk Management, and Incident Management

- Lead and support hazard management processes and oversee risk-reduction measures, including hazard assessments, elimination, and control processes, in collaboration with affected employees, supervisors, and departments.
- Provide recommendations for procedural, equipment, and workplace improvements to mitigate identified risks and enhance safety performance.
- Maintain and enhance Health and Safety incident management systems for incident classification and reporting throughout the organization, including incidents, near misses, and other high-potential events.
- Work collaboratively with involved employees to lead Health and Safety incident investigations, determine root causes, analyze data and trends, prepare reports with recommendations, and support implementation and follow-up of corrective actions.




- Monitor and analyze Health and Safety incident data, coordinate progress meetings, and manage related communications and support the department in coordinating Workers’ Compensation Board (WCB) reporting and claims management processes.

Collaboration, Communication, and Support

- Work collaboratively across the organization to provide Health and Safety guidance and support and ensure operational input is considered in Health and Safety initiatives and requirements.
- Support other departments in managing contractor Health and Safety processes, including OHS compliance verification, work planning and Shut Down/Tie-Ins, project kick-offs, project Health and Safety submittal reviews, hazard assessments, and project audits as required.
- Provide guidance, coordination, and technical support to internal stakeholders on Health and Safety matters and support communication and resolution of Health and Safety concerns identified by employees and departments.
- Prepare and oversee Health and Safety technical and regulatory communications and reporting.
- Provide input and recommendations to the management team on Health and Safety budget needs, including consultants, services, and supplies.
- Undertake other duties as assigned to support the overall Health and Safety objectives of the organization.

Qualifications:

Education:

- Occupational Health and Safety Degree, Diploma or Certificate (combination of education and experience equivalencies may be considered).
- Holding a Canadian Registered Safety Professional (CRSP) certification or Canadian Registered Safety Technician (CRST) certification is an asset.

Experience:

- 3+ years’ experience as an OHS practitioner, preferably within the utilities or industrial sectors.
- 3+ years’ experience in Health and Safety field assessments or inspections within the utilities or industrial sectors.

Technical Skills:

- Advanced knowledge of the Alberta OHS Act, Regulation and Code, other applicable legislation, industry standards and best practices.
- Possess advanced skills with the Microsoft Suite

Soft Skills:

- Exemplary professional verbal and written communication skills, with excellent attention to detail and a high level of accuracy.
- Capable of participating in and facilitating group meetings and engaging effectively with Leadership, employees, and Contractors.
- Robust organizational skills, motivation, honesty, willingness to learn, analytical thinking, and problem-solving abilities.
- Able to work independently under minimal supervision, exercise good judgment, and effectively manage multiple priorities.

License:

- Valid Alberta Class 5 Driver’s License and access to a vehicle

- Duties will be performed in both office settings and at wastewater treatment and transmission facilities and worksites under a variety of weather conditions.
