Office Location: All BCER Locations

Salary: $76,313.27 - $86,898.73 – Temporary Full time, based on a 35-hour work week.

An additional 10.75% Job Family Market Multiplier will be added to the posted salary.

An additional 3% Location Allowance will be added to posted salary for employees based in Fort St John, Dawson Creek, Prince George, and Terrace.

An additional 13% Location Allowance will be added to posted salary for employees based in Fort Nelson.

About the Job:

The Heritage Conservation Oversight and Compliance Analyst (Analyst) supports the development, implementation, and continuous improvement of the BCER’s Heritage Conservation Oversight and Compliance Framework. The Analyst is responsible for coordinating oversight, compliance monitoring, audit activities, performance reporting, and program administration to support the effective delivery of the Heritage Conservation Program.

The role coordinates all aspects of the external Archaeology Audit Program (AAP) and supports compliance with Heritage Conservation Act (HCA) by monitoring permit requirements, identifying compliance risks, and preparing recommendations to support program improvements. The Analyst also provides technical and administrative oversight of heritage conservation information maintained within the Application Management System (AMS), ensuring data quality and reporting accuracy.

Responsibilities

Maintain, update, and continuously improve the Heritage Conservation Program’s (HCP) Oversight and Compliance Framework, including supporting processes, documentation, performance measures, and reporting.

Maintain the BCER’s Heritage Conservation Oversight and Compliance Framework by ensuring supporting documentation, processes, and records are current, effective, and support continuous improvement.

Confirm application risk, identify mitigation pathways, coordinate with BCER Compliance and Enforcement and the Aboriginal Liaison Program, and monitor compliance results to inform future program priorities.

Support the continuous improvement of HCP processes by evaluating effectiveness, identifying opportunities for improvement and emerging risks, and developing performance measures to support consistent program delivery.

Monthly and annually track, analyze, and report on Heritage Conservation performance metrics.





Manage annual internal verification of internal processes to ensure HCP processes are maintained and effective.

Manage and deliver the annual archaeology audit, including audit planning, methodology, stakeholder engagement, deficiency reporting, leading site visits, interviews, and audit documentation.

Compile, analyze data, and report audit findings, compliance information, and program data to support internal decision-making and the preparation of public-facing reports of audit findings for publication on BCER’s website.

Monitor and review heritage conservation components of the Application Management System (AMS), ensuring data quality and supporting effective program delivery.

Support archaeologists and applicants in the use of AMS and identify opportunities to improve application processes and system functionality by recommending changes and supporting implementation of improvements.

Perform other related duties as required.

Qualifications

Education:

A degree from a recognized post-secondary institution in a relevant field such as Archaeology or Anthropology, and four years of related experience.

A combination of experience, training and education may be considered.

ISO 9001 and/or 14001 Lead Auditor Training

Experience:

Demonstrated technical experience related to archaeology reporting, field work, and heritage resource management activities.

Demonstrated experience interpreting and applying legislation, regulations, and policy within a regulatory, compliance, or resource management environment.

Demonstrated experience with Management Systems and Auditing Programs to coordinate or participate in compliance monitoring, auditing, and quality assurance.

Demonstrated experience applying knowledge of Archaeology, the Heritage Conservation Act (HCA), and heritage resource management practices in British Columbia.

Demonstrated experience using databases, information management systems, and/or GIS based applications such as iMap and RAAD (remote access to archaeological data).

Demonstrated experience collecting, integrating, analyzing, and reporting data to support compliance monitoring, performance measurement, or continuous improvement initiatives.

Demonstrated experience reviewing, analyzing, and interpreting technical reports and application forms.

Demonstrated experience engaging and communicating effectively with a variety of stakeholders, including First Nations, industry representatives, and government agencies.





Preference will be given to candidates with demonstrated experience in:

Interpreting and applying knowledge of Energy Resource Activities Act (ERAA), and associated regulations and policies.

Working with maps, plans and/or legal descriptions, including navigation tools.

Land use planning.

Building and delivering educational presentations and training.

Conducting audits or management system audits.

Working Conditions & Physical Requirements:

Occasional travel throughout British Columbia, including to remote locations.

Occasional field work. Driving on low grade roads to remote areas, through changing weather in varied field conditions.
