Qualifications

PREFERENCE WILL BE GIVEN TO INDIGENOUS CANDIDATES. APPLICANTS MUST SELF-DECLARE ON THEIR COVER LETTER/RESUME AS INDIGENOUS (FIRST NATION, METIS AND/OR INUIT).

MINIMUM FORMAL EDUCATION/TRAINING:

- Undergraduate Bachelor’s degree required (Indigenous education, community development, and/or business management preferred).
- An acceptable equivalent combination of education and experience may be considered.

EXPERIENCE:

- Five years’ experience in supervising and mentoring Indigenous youth and young adults and managing complex programming is required.
- A minimum of two years’ work experience working with Indigenous communities and demonstrated understanding of impact of colonization, racism, geography, and poverty on social determinants of health is required.
- Knowledge of and sensitivity around cultural protocols required.
- Program budget experience is required.
- Demonstrated cultural competency skills and experience related to working with Indigenous youth and communities required.
- Solid long-term relationships with Indigenous communities and organizations in Winnipeg and Manitoba required.
- Experience training and coaching Indigenous youth and community staff to achieve varied goals and tasks is required.
- Knowledge and experience of the Indigenous Youth Mentorship Program is a definite asset.
- Experience in community development and programming, event planning, advocacy, community relations, or program development is required.
- Experience in relationship building with school and community partners for education and training programs is required.
- Knowledge of University policies, purchasing, and accounting is preferred.
- Experience and ability to independently make decisions in a timely fashion is required.
- An acceptable equivalent combination of education and experience may be considered.

SKILLS AND ABILITIES:

- Program budget management, funder reports, youth-friendly program evaluation and data collection is required.
- Supervisory and leadership/mentorship experience, particularly with Indigenous youth and marginalized groups is required.
- Cultural competency and understanding of public and post-secondary education, Indigenous organizations, intercultural power dynamics, mediation, and team building is required.
- Demonstrated ability to plan, organize, coordinate, and establish work priorities and deadlines is a complex and fast-paced work environment is required.
- Excellent communications skills (verbal and written) and ability to communicate in an articulate, knowledgeable, and diplomatic manner are required.
- Effective oral and written communication skills are required.
- Ability to make sound independent judgments and utilize problem solving abilities is required.
- Ability to communicate effectively with all levels of staff and the public in a diplomatic, firm and tactful manner is required.
- Ability to create and manage schedules for programs, facilities, and staff is required.
- Proficiency in using advanced features associated with Microsoft Office required.
- Experience with staff hiring and training is an asset.

OTHER JOB RELATED QUALIFICATIONS:

- A valid driver’s license and access to a reliable vehicle is preferred.
- Must be physically capable of performing duties as assigned, including driving and standing for lengthy periods and lifting display units and boxes weighing up to 15 kg.

Key responsibilities

HR (PROGRAM STAFF SUPERVISION; PROJECT LEADER COACHING AND MENTORSHIP)

- Foster a supportive, respectful, and collaborative setting where staff feel safe and encouraged to share ideas, experiences, and feedback.
- Hire, supervise, mentor, and hold staff accountable in a fair and culturally responsive manner, including addressing challenges through constructive and respectful conversations.
- Provide personalized coaching and mentorship to part-time project leaders, with a focus on leadership growth and job development skills.
- Mentor and support community program staff to develop strong professional practices, including consistent attendance, clear and professional communication, youth-appropriate engagement, leadership skills, and safe, healthy approaches to working with youth.
- Offer ongoing one-on-one and group coaching to strengthen staff and volunteer capacity in program delivery, relationship-building, and youth engagement.
- Promote and reinforce best practices in Indigenous youth development, ensuring programming is inclusive, strengths-based, and grounded in IYMP values.
- Regularly observe program implementation and provide thoughtful, strengths-based feedback to support continuous improvement.
- Maintain a visible and approachable presence, supporting both staff and youth through guidance, encouragement, and relationship-building within and beyond program spaces.

STAFF TRAINING, EMPLOYMENT PREPARATION/TRAINING, AND PERFORMANCE MANAGEMENT

- Design, coordinate, and deliver a comprehensive staff development and employment readiness training program, including 40+ hours of annual fall training and ongoing monthly career development sessions throughout the school year. Training includes professional certifications, safety training, cultural learning opportunities, workshops, training camp activities, team meetings, and employment readiness topics such as program planning, facilitation, youth engagement, conflict resolution, intercultural communication, leadership development, and professionalism, using curriculum and resources aligned with IYMP's mission, vision, values, and theoretical framework.
- Arrange and oversee external facilitators to provide certification training, cultural teachings, and specialized learning opportunities that cannot be delivered internally.
- Identify and communicate curriculum gaps, emerging training needs, and areas requiring updates to the IYMP Manager.
- Provide recommendations to enhance, improve, or redesign training curriculum and learning opportunities to address staff development needs and employment readiness gaps.
- Facilitate bi-weekly coaching sessions with Project Leaders to strengthen leadership capacity, program delivery skills, staff supervision practices, professional development, and participant engagement.
- Conduct weekly check-ins with Project Leaders to review program delivery successes and challenges, provide coaching and support, and proactively identify and address emerging issues.

SCHOOL AND COMMUNITY PARTNERSHIPS

- Serve as the primary point of contact for school and community partners hosting IYMP programs.
- Coordinate with partner organizations on program logistics, including facility use, safety requirements, staff training, school calendars, program start-up activities, ongoing check-ins, and year-end debriefs.
- Foster and maintain positive relationships with school and community partners to support successful program delivery and ongoing collaboration.
- Oversee coordination of partner engagement and participation in program celebrations, recognition events, and year-end wrap-up gatherings.
- Collaborate with school and community partners to support participant access to high school credits, employment opportunities,



professional certifications, summer jobs, post-secondary pathways, bursaries, and other youth development opportunities.
- Work with partners to align program schedules, operational requirements, recruitment strategies, and program adaptations to meet the needs of youth and partner organizations.
- Identify and communicate partnership opportunities, challenges, risks, and recommendations to the IYMP Manager to support continuous program improvement and future planning.

PROGRAM IMPLEMENTATION AND EVALUATION

- Regularly visit program sites to monitor program delivery, provide support and coaching to staff, and ensure program fidelity and quality standards are being maintained.
- Provide guidance and training to staff on program procedures, including safety protocols, classroom management strategies, participant supervision, and emergency contact processes.
- Coordinate the administration of program evaluation tools, including pre- and post-program surveys, and train staff on evaluation requirements and data collection procedures.
- Collect, monitor, and maintain program evaluation materials, attendance records, and other program data to ensure accuracy and completeness.
- Review and update program evaluation tools and processes for children, youth, and staff to support continuous program improvement.
- Monitor the implementation and effectiveness of youth programs, ensuring alignment with IYMP goals, objectives, and standards.
- In collaboration with the IYMP Manager, assess program outcomes, identify areas for improvement, and develop action plans to strengthen program quality and impact.
- Provide coaching, mentorship, and professional development opportunities for Project Leaders to enhance leadership capacity, program delivery skills, and progress toward career development goals.

PROGRAM BUDGET AND FUNDING REPORTS

- Collaborate with the IYMP Manager to develop data collection processes that align with funding agreements, establish reporting timelines, and coordinate data collection activities to ensure funder reports are completed accurately and submitted on schedule.
- Monitor urban program budgets and expenditures, ensuring funds are used appropriately, and program activities remain within approved budget parameters.
- Track staffing, training, operational, and program delivery costs, and identify potential budget pressures or variances.
- Review program data, outcomes, and emerging trends to assess program effectiveness and identify issues impacting program delivery, escalating key concerns to the IYMP Manager and funders as appropriate.
- Assist the IYMP Manager with grant applications, funding proposals, and renewal submissions by providing program statistics, evaluation findings, and other evidence-informed information.
- Prepare and complete program evaluation reports and draft narrative reports summarizing program activities, outcomes, challenges, and successes for urban programs.
- Support the collection, analysis, and presentation of program data to demonstrate program impact and meet organizational and funder reporting requirements.
- Other duties as assigned.
