Drawing on deep private and public sector experience, CDEV is responsible for the active management of over $75 billion of assets and programs through its eight subsidiaries, forming the CDEV Group of Companies. Its high-profile roles in recent years include the purchase and ongoing management of the Trans Mountain pipeline, the establishment of the $15-billion Canada Growth Fund, the establishment and management of the $10-billion Large Employer Tariff Loan (LETL) facility and the $10-billion federal Indigenous Loan Guarantee Program, and the $2.14-billion financing agreement with Telesat to support Canada’s largest ever space program. Position Overview The Manager, Facilities & Security is responsible for maintaining secure, secure, resilient and effective workplaces for CDEV employees and visitors.
The role leads CDEV's facilities management and physical security activities and is responsible for developing and maintaining the organization's emergency preparedness and workplace response capabilities. The Manager establishes practical policies, procedures and controls to protect CDEV's people, premises and physical assets while supporting a professional and well-functioning workplace environment across CDEV’s corporate offices in Toronto and Ottawa.
The Manager works closely with internal functions, building management, landlords and external service providers and serves as a key point of coordination during workplace emergencies and security incidents.
Responsibilities The selected candidate will be based in Toronto, currently with a hybrid work option.
Facilities & Workplace Management
- Oversee the day-to-day operation of CDEV office facilities and ensure workplaces are safe, functional and well maintained.
- Manage relationships with landlords, property managers, maintenance providers and other facilities vendors.
- Coordinate maintenance, repairs, workplace services and facilities-related projects.
- Support office planning, moves, renovations and changes to workplace configuration.
- Monitor facilities-related contracts, service levels, expenditures and budgets.
- Identify workplace and facilities risks and coordinate timely remediation.
- Support compliance with applicable occupational health and safety, building,
fire and accessibility requirements in collaboration with appropriate internal and external stakeholders.
- Maintain relevant facilities records, procedures and documentation.
Security Management
- Develop, implement and maintain CDEV's physical security policies, standards and procedures.
- Oversee workplace access controls, identification credentials, visitor management, keys and related security systems.
- Assess physical security risks and recommend proportionate controls and improvements.
- Manage relationships with security vendors, building security and property management.
- Establish protocols for security incidents, threats, suspicious activity and other workplace security concerns.
- Maintain appropriate security incident records and support investigations as required.
- Promote employee security awareness and appropriate workplace security practices.
- Coordinate personnel security screening and background-check requirements appropriate to roles, in collaboration with People & Culture and other stakeholders.
- Coordinate security requirements for employee and contractor onboarding, role changes and offboarding, including access-related controls in collaboration with People & Culture and IT.
- Assess and support the management of personnel security risks and security-related concerns, including investigations as appropriate, in collaboration with People & Culture, Legal and other stakeholders.
- Maintain appropriate personnel security records and documentation, with due regard for privacy, confidentiality and access restrictions.
Note : The role coordinates personnel security requirements and controls but does not own employment decisions, employee relations, cybersecurity, or technical identity and access administration, which remain with the appropriate functions. Emergency Preparedness & Response
- Develop, maintain and regularly update CDEV's emergency preparedness and workplace emergency response plans.
- Establish procedures for emergencies such as fire, medical incidents, severe weather, building evacuations, security threats, utility disruptions and other events affecting CDEV workplaces.
- Coordinate emergency roles, responsibilities, contact information and escalation protocols.
- Organize and document emergency exercises, evacuation drills and tabletop exercises.
- Ensure employees understand emergency procedures through communications, training and awareness activities.
- Maintain emergency supplies and other preparedness resources as appropriate.
- Act as a key workplace response coordinator during emergencies and support executive decision-making and communications during significant incidents.
- Conduct post-incident reviews and ensure lessons learned are incorporated into plans and procedures.
Business Continuity Coordination
- Coordinate the development and maintenance of business continuity plans in partnership with business functions.
- Support functions in identifying critical activities, dependencies, recovery requirements and alternative operating arrangements.
- Coordinate periodic business continuity exercises and follow-up activities.
- Work closely with IT on dependencies between workplace continuity and technology/disaster recovery arrangements.
- Maintain enterprise-level continuity documentation, contact information and escalation procedures.
- Support management during significant business disruptions and coordinate post-event reviews.
Note: The role coordinates CDEV's business continuity program but does not own technology disaster recovery, cybersecurity incident response or the underlying continuity responsibilities of individual business functions. Risk, Governance & Compliance
- Maintain appropriate policies, procedures, standards and records across security, facilities and emergency preparedness.
- Monitor relevant legislative, regulatory and industry requirements and recommend changes where appropriate.
- Identify and escalate material physical security, facilities and emergency preparedness risks.
- Develop practical mitigation plans and track corrective actions to completion.
- Support internal reviews, audits and reporting related to areas of responsibility.
- Provide management with periodic reporting on incidents, risks, preparedness and key facilities matters.
Vendor & Financial Management
- Procure and manage external providers across security, facilities and emergency preparedness services.
- Establish service expectations and monitor vendor performance.
- Support contract negotiations and renewals in collaboration with Procurement and Legal, as applicable.
- Develop and manage assigned budgets and identify opportunities to improve service, resilience and cost effectiveness.
Required Skills and Qualifications
- Postsecondary education in security management, facilities management, emergency management, business administration or a related discipline, or an equivalent combination of education and experience.
- Approximately 7–10 years of progressive experience in operations, facility management, physical security, corporate services, emergency management or related areas.
- Demonstrated experience managing physical security and workplace/facilities operations in a qualified office environment.
- Experience developing or administering emergency response, emergency preparedness or business continuity programs.
- Experience managing external vendors, contracts and service providers.
- Working knowledge of occupational health and safety, fire/life safety, accessibility and other requirements relevant to corporate workplaces.
- Experience working in a regulated, public-sector, financial services or other governance-oriented environment would be an asset.
- Relevant professional designation or certification in security, facilities, emergency management or business continuity would be an asset.
