Lead practical, high-impact HR support in a complex, multi-union clinical environment.

Reports to: Senior Manager
Compensation: $108,000-$144,000 annually, plus a competitive benefits package A Vancouver-based health care organization is seeking an experienced HR leader for a community-based clinical site. This hands-on Manager role combines strategic advice, complex case management, workforce planning and day-to-day HR service delivery in a high-volume, multi-union environment. The Manager also leads a small HR and Staffing team.
The Role
- Serve as the primary HR and labour relations advisor to clinical and operational leaders, providing clear, practical guidance.
- Lead complex grievances, discipline, performance, attendance, workplace conflict and investigation files, including settlement discussions and preparation for third-party proceedings.
- Interpret and administer multiple collective agreements, legislation, organizational policies and established practices, and support collective bargaining as required.
- Oversee workforce planning, recruitment, job design, selection, onboarding and retention across a diverse clinical workforce.
- Guide employee leaves, accommodation, disability management and return-to-work processes in collaboration with leaders, employees, unions and specialized partners.
- Oversee staffing, scheduling, timekeeping and workforce administration, identify operational risks and ensure discrepancies are corrected promptly.
- Lead and develop site-based HR and workforce-coordination employees, setting priorities, service standards and clear escalation pathways.
- Coordinate with HR, labour relations, occupational health and safety, payroll and other organizational partners to strengthen service delivery.
Qualifications
- A bachelor’s degree in Human Resources, Labour Relations, Business Administration or a related discipline, or an equivalent combination of education and experience. A CPHR designation is preferred.
- At least seven years of progressively responsible HR and labour relations experience, including significant recent experience in a complex, multi-union environment.
- Solid experience interpreting collective agreements and leading grievances, discipline, performance management, workplace investigations, attendance management, accommodation and return-to-work matters. NBA and HSPBA is an asset.
- Experience supervising employees or leading a substantial HR portfolio in a high-volume operational environment.
- Health care experience is strongly preferred. Relevant public-sector, education, municipal or comparable multi-union experience will also be considered.
- Knowledge of BC employment, labour and human rights legislation, combined with experience in workforce planning, recruitment, staffing and scheduling.
- Strong negotiation, mediation, de-escalation, documentation and written-advocacy skills, with sound judgement, discretion and a commitment to procedural fairness.
- A demonstrated commitment to Indigenous cultural safety, anti-racism, equity, diversity and inclusion, and to respectful work in a low-barrier clinical environment serving diverse communities.
