ONCAT Careers Manager of Marketing and Communications Type: Full time, permanent

Location: Downtown Toronto, near St. Patrick Station, at 180 Dundas West

Salary Range : $80,000 to $90,000

About The Employer The Ontario Council on Articulation and Transfer (ONCAT) puts learners first by making it easier to navigate and succeed in Ontario’s postsecondary system. ONCAT drives efficiencies across the postsecondary system through the implementation of shared tools and evidence-based practices that empower learners to receive appropriate academic recognition for their previous postsecondary education, as well as the knowledge and skills they acquired through workplace, non-formal and informal learning experiences.

ONCAT manages ONTransfer.ca, an online guide that helps learners explore their transfer and pathway options across colleges, universities and Indigenous Institutes. As a convener and sector partner, ONCAT collaborates with postsecondary institutions to advance learner mobility by supporting projects that develop transfer pathways, streamline credit transfer processes and facilitate transitions to the labour market. ONCAT is funded by the Government of Ontario.

About The Role The Manager of Marketing and Communications leads ONCAT’s marketing and communications function and is accountable for planning, developing and delivering integrated initiatives that advance ONCAT’s mandate, strategic priorities and stakeholder engagement objectives.

This is a senior, hands-on role for an experienced professional who can operate with a high degree of autonomy while moving confidently between strategy and execution. The Manager leads integrated marketing and communications planning, develops compelling written and visual content, oversees ONCAT’s brand and digital presence, and delivers campaigns and stakeholder engagement initiatives.

Working collaboratively across the organization, the Manager develops a deep understanding of ONCAT’s research, projects, events and sector relationships and translates complex information into clear, engaging communications for learners, postsecondary institutions, government and other partners. As ONCAT’s communications lead, the Manager provides trusted advice, identifies opportunities to strengthen the organization’s profile and proactively advances priority initiatives.

The Manager provides leadership and direction to the Communications Specialist and manages external vendors,



consultants and creative partners as required. The successful candidate will bring sound strategic judgment, exceptional writing and storytelling skills, strong creative instincts and experience leading marketing and communications initiatives from concept through execution.

Key Responsibilities Communications Leadership

- Develop and implement integrated marketing and communications plans that support ONCAT’s strategic priorities, programs and stakeholder engagement objectives.
- Lead the development and delivery of campaigns, communications materials and content across digital and traditional channels.
- Manage ONCAT’s editorial calendar to support timely and coordinated communications.
- Provide leadership, direction and coaching to the Communications Specialist while ensuring consistency, quality and accessibility across ONCAT communications.
- Manage ONCAT’s brand, visual identity and key messaging across platforms and materials.

Creative Development, Content and Storytelling
- Develop compelling written and visual communications that translate complex information into clear, engaging and audience-focused content.
- Create and oversee content for reports, newsletters, media releases, presentations, websites, social media and marketing campaigns.
- Translate research findings, sector trends and organizational priorities into accessible communications for diverse audiences.
- Collaborate with internal teams and external partners to develop infographics, videos, promotional materials and other multimedia content.
- Maintain engaging, relevant and accessible content across ONCAT's digital channels, including ONCAT.ca, ONTransfer.ca and social media platforms.

Strategy and Digital Communications
- Lead the development and execution of ONCAT’s annual marketing, communications and public relations plans.
- Identify opportunities to strengthen ONCAT’s profile and stakeholder engagement through strategic communications initiatives.
- Lead ONCAT’s digital marketing activities, including social media, SEO, email marketing and digital advertising.




- Use analytics and audience insights to evaluate results and inform future activities.
- Manage external vendors, consultants and service providers, ensuring high-quality deliverables and effective use of resources.

What You Bring
- A degree or diploma in marketing, communications, public relations or a related field, or an equivalent combination of education and experience.
- Five to seven years of progressive marketing and communications experience, including experience leading projects, campaigns and supervising staff.
- Demonstrated experience developing and implementing integrated marketing and communications strategies with a high degree of autonomy and accountability.
- Exceptional writing, editing and storytelling skills, with the ability to translate complex information into clear, compelling content for diverse audiences.
- Strong creative judgment and experience developing high-quality written, visual and digital communications.
- Demonstrated ability to manage multiple priorities, exercise sound judgment and deliver results in a fast-paced environment.
- A collaborative approach and the ability to build productive relationships with diverse internal and external stakeholders.
- Experience leading digital marketing initiatives, including SEO, social media, email marketing and digital advertising, and using analytics to evaluate and strengthen results.
- Proficiency with Microsoft 365, Adobe Creative Suite, SharePoint and digital marketing tools.
- Experience in the public, postsecondary, government or not-for-profit sector is an asset.
- French language proficiency is an asset.
