Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. Position Purpose
We're looking for a Manager, Talent Acquisition to lead our TA function into its next chapter. This role will drive the team to work closer to the business, anchor in workforce strategy, be confident with systems and data, and bring an innovative forward thinking approach to talent acquisition and candidate sourcing. You'll lead a capable team, personally own senior leadership and executive recruitment end to end, and serve as a trusted advisor to executives making some of the most consequential hiring decisions in the organization.
What You Will Do
- Leverage our ATS/HRIS (Dayforce), sourcing tools and market intelligence to drive strategic recruitment decisions, and improve the platform rather than working around it.
- Modernize the function through process design, candidate experience, employer brand, assessment methodology and vendor strategy.
- Coach a small team of Talent Acquisition Specialists, set standards, distribute work intelligently, and build capability rather than just capacity.
- Own executive and senior leadership search end to end through direct sourcing, assessment design, stakeholder alignment, offer strategy and close.
- Work hand in hand with P&C; Business Partners and business leaders to turn workforce plans into hiring strategies, proactive pipelines and realistic role profiles.
- Build and present the metrics that matter: time-to-fill, source effectiveness, quality of hire, pipeline health, offer acceptance, and translate them into recommendations executives can act on.
- Champion inclusive, defensible hiring with structured interviewing, bias mitigation and documentation that stands up to public sector scrutiny.
Who You Are
- Progressive talent acquisition experience, including leading executive or senior-level searches and leading, coaching or mentoring others.
- Credibility with senior leaders. You can challenge assumptions, reframe a search, and hold the line on process without losing the relationship.
- Genuine fluency with recruitment technology and analytics. You're the person who configures the workflow, builds the dashboard and gets value out of the system.
- Sourcing depth in specialized markets (construction, real estate, engineering, finance or professional services) is an asset.
- Working knowledge of Ontario employment legislation as it applies to hiring, including the Human Rights Code and AODA.
- Evidence of having built processes, programs or capability.

We offer a competitive salary range of $102,300 to $147,000 (M2 Level). Pay will align with skills, knowledge and experience of the candidate. This posting will close on September 9, 2026 at 11:59 pm.
