Job OverviewTemporary full‑time Program Manager, Health Unit (Public Health) is needed for an up to 1‑year term (until August 31, 2027) in the Public Health Unit division of the Municipality of Chatham‑Kent.The Program Manager leads a multi‑disciplinary team to deliver public health programs in accordance with Ontario public health standards, legislation, collective agreements, and the vision, mission and values of the Health Unit and the Municipality.Essential ResponsibilitiesDemonstrate Chatham‑Kent’s core values and competenciesLead a team in a fast‑paced and constantly changing unionised and non‑unionised environmentDevelop, implement and evaluate new and existing Public Health ProgramsMonitor program performance and make adjustments to ensure targets are metConduct quality assurance audits of programsUse evidence and research to inform public health practiceOversee an annual operating budget as specified by Ministry and municipal guidelinesEstablish standards, service delivery guidelines and program models that respect and address population diversityDevelop, recommend and implement program policies and proceduresLiaise and work collaboratively with municipal departments, community agencies, corporate partners, and consumers by participating on community boards, committees and task forces related to public health issuesIn collaboration with community partners, advocate for public health policyPrepare reports and make presentations to the Board of HealthConfer with medical staff to ensure health‑care services are rendered according to legal and professional standardsEssential QualificationsUniversity degree (or internship)



and professional designation in health, science, social science, education, or business with emphasis in health promotion, public health, environmental health, or nursing, with four to six years of related experience; Masters preferredProgram management experience, preferably in a public health environmentBroad knowledge of public health issues, population health, epidemiology and applicable legislationExperience with program planning and evaluationExperience overseeing an annual operating budgetSupervisory experience, preferably in a public health and unionised environmentStrong communication skills, written and verbal, preferably in multiple languagesStrong organisational, time‑management, problem‑solving and decision‑making skillsStrong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) or similar softwareOther QualificationsKnowledge of continuous quality improvement principles and/or experience with CQI projects is an assetProficiency in written and oral French is an assetCertifications, Memberships, LicensesCertificate in Public Health Inspection in good standing (Canada) – CPHI(C),



issued by the Board of Certification of the Canadian Institute of Public Health Inspectors (preferred)Work Environment / HoursPosition is predominantly indoorsWeekday and evening hours; rotating on‑call after hours, weekendsDriver’s Licence / Vehicle RequirementsBecause this position requires travel, a valid Province of Ontario driver’s licence and reliable motor vehicle are necessary.Background Check RequirementsSuccessful candidates must furnish an original Police Information Search (Criminal Record Check) prior to commencement.Physical and Safety RequirementsMask fit testing (N95)2‑step TB skin test to be completed within two weeks of startingSitting: infrequent sitting in vehicleHands: frequent fine finger dexterity and mousingBenefitsHourly wage of $65.437 to $76.976 plus 15 % in lieu of benefits (including group perks, statutory & non‑statutory holidays, and non‑enrolment in OMERS) and 4 % vacation pay.
