People Country Manager Role Highlights

The Opportunity: The People Country Manager (PCM) is the lead People representative for QBE Canada, providing trusted People support and guidance to employees and leaders while ensuring compliance with Canadian employment legislation, company policies and regulatory requirements. This is a broad and highly visible role that combines strategic People partnering with collaboration across local, regional and global teams to deliver People priorities and enterprise initiatives. Acting as a trusted advisor to the Canadian leadership team, the PCM plays a key role in fostering employee engagement, enabling business performance and supporting a positive, inclusive workplace culture. As the primary link between Canada and the wider International People function, the role provides an opportunity to influence People outcomes, champion change and continuous improvement, and help shape QBE's employee experience and employer brand within the Canadian market. Your New Role:
- Provide expert People advice and guidance to leaders and employees across Canada, supporting a positive and compliant employee experience.
- Partner with business leaders on organisational design, workforce planning, talent management, succession planning and employee engagement initiatives.
- Lead employee relations matters, including investigations, performance management, grievances, workplace accommodations and policy interpretation.
- Support organisational change, restructures and other employment-related projects, ensuring effective implementation and stakeholder engagement.
- Ensure all People practices, policies and processes comply with Canadian federal and provincial employment legislation.
- Act as the People lead for Canadian payroll governance, coordinating and approving payroll inputs while ensuring accuracy, compliance and timely delivery.
- Manage payroll-related employee queries, maintain payroll documentation, support audits and reconciliations, and drive continuous process improvements with Finance and payroll partners.
- Oversee local benefits and reward programmes, including vendor management, employee communications, annual renewals, remuneration reviews and reward initiatives.
- Support recruitment, onboarding, mobility, leave administration and employee lifecycle activities, maintaining accurate employee records and HR systems.
- Deliver global and divisional People programmes locally, partnering with Centres of Excellence and regional teams while championing change, transformation and continuous improvement initiatives.
About you:
- Extensive experience in Human Resources, People Partnering, HR Management or a similar generalist leadership role.
- Strong knowledge of Canadian employment legislation and HR best practices, with the ability to manage complex employee relations matters.
- Experience overseeing payroll processes,
working with payroll providers and maintaining a robust governance and compliance focus.
- Proven ability to influence and build effective relationships with senior stakeholders, balancing strategic priorities with operational delivery.
- Experience leading organisational change and driving People initiatives that enhance employee and business outcomes.
- Experience working within a complex, multinational environment; exposure to insurance or financial services, multi-jurisdictional support and payroll systems such as ADP would be advantageous.
