2026)The Toronto District School Board adheres to equitable hiring, employment and promotion practices.Overall PurposeReporting to the Senior Manager, Capital Revitalization and Services, the Manager, Capital Project Development and Community Consultation will manage the project(s) development phase to achieve high quality design and construction and will plan, coordinate and facilitate the associated community consultation and public engagement process.Summary of DutiesManage all aspects of project development process throughout the project lifecycle including project scope, design, schedule, allocation of resources, budget management, preparation of status reports, change management and successful tender award of contract.Facilitate the transfer of project, once approved and contract award, to Capital Projects Delivery.Provide leadership in the evaluation, selection and recommendation of technical solutions, business and professional services.Represent TDSB, in support of the Senior Manager, Capital Revitalization and Services, by assisting in negotiations, contract management and other contracts with consultant teams.Lead all City of Toronto Site Plan Application (SPA) and Building Permit applications processes.Lead communications relating to the Ministry of Education – Capital Branch including business case submissions, associated reports/inquiries and the Approval to Proceed (ATP) process.Manage assigned professional architectural and engineering services.Manage the use of external quantity surveying services associated with the Ministry of Education – Approval to Proceed (ATP) process.Provide high level costs estimates based on new capital construction or major renovation benchmarks for any planned capital projects under consideration.Responsible for management and direction of staff, including planning, staffing, training and performance reviews.Develop, plan, coordinate and execute public engagement initiatives to ensure that all approved capital projects undertake a consistent and systematic community consultation and reporting process in the development and implementation of projects.Manage Capital Services projects community consultation and engagement processes.Provide lead consultation role and contact with project stakeholders involved in the capital projects to understand and document user requirements.Ensure best practices in communication consultation and engagement by strengthening the partnership between staff, the Board of Trustees and community stakeholders.Ensure responsive, consistent and effective processes are used by Capital Services staff to address staff, Trustees, parents and community concerns.Develop and maintain monitoring systems to collect, analyze and report on engagement trends and to identify continuous improvements associated with best practices.Monitor publicly and politically sensitive issues associated with capital services projects and identify options and approaches to issues, including coordinating response, in collaboration with the Board’s Communications Department.Develop resources in collaboration with Capital Services staff to support community consultation and engagement.Attend, lead and or participate in various Board or capital project stakeholder committees to consult, discuss, address concerns, and resolve emerging issues, etc.Build effective relationships with key stakeholders that foster trust and credibility through ongoing, explicit, accurate, open and timely communication and system messages.Respond to contentious issues, plan and document corrective action and implement preventative strategies.Research and review public consultation and engagement practices and processes and make recommendations as appropriate including liaising with other organizations to build partnerships and share best practices.Develop and provide input into procedures and policies to achieve high quality design and construction of Capital Projects.Prepare and/or review reports for Board as required.Provide back up support to the Manager, Capital Projects Delivery.Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.Other duties as assigned.QualificationsUniversity degree in Engineering or Architectural Studies with seven years of progressively responsible related management experience in a large, multi-site, unionized employer, or an equivalent combination of education and experience.Registered member of Ontario Association of Architects or Professional Engineers Ontario.Sound knowledge of public consultation and engagement processes and tools.Demonstrated leadership and facilitation skills with the ability to engage stakeholders in a consensus driven decision making environment.Ability to establish and maintain effective working relationships with communities, internal and external stakeholder, general public,



municipalities and various levels of government.Experience in project management methodologies, planning, cost control, construction economics, cost life cycle analyses and financial management.Understanding of building components and construction.Knowledge of related legislation, regulations and codes (e.G., Occupational Health and Safety Act, Ontario Building Code, Fire Safety Code, Labour Relations Act), provincial and municipal building and fire codes, Board policies, procedures and collective agreements.Research and analytical skills.Strong written, oral and interpersonal communication skills, including report-writing and presentation skills.Strong leadership skills to lead project teams.Proven ability in promoting equitable practices which value inclusiveness and diversity.Computer skills, including email, spreadsheets, databases, project management and presentation packages.Special RequirementsProvision of own vehicle for Board business.Requires travel to TDSB sites on a regular basis.Requires wearing safety equipment (e.G., safety shoes, hard hat when visiting construction sites).Must be available to work evenings and weekends sometimes with minimal or no notice.Additional InformationLocation:15 Oakburn CrescentOnly applicants selected for an interview will be contacted.
