The Canada

Office of UN-Habitat strengthens the organization’s mission by serving as a focal point for partnerships, applied research, and policy engagement in Canada and across North America for the implementation of UN-Habitat’s 2026-2029 Strategic Plan. Operating from the City of Montreal, the Canada Office plays a central role in four domains: partner engagement and resource mobilization; research-policy-action interface; advocacy and communication; The Canada Office places particular emphasis on knowledge and innovation with a view to accelerating housing solutions that are affordable, adequate, resilient, and compatible with national and global commitments. In alignment with its housing and urban development priorities, the Canada Office also contributes to UN-Habitat’s global efforts to strengthen intergovernmental dialogue and cooperation on housing in close cooperation with UN-Habitat's Land, Housing and Shelter Section in Nairobi, Kenya, and the UN-Habitat Office at UN Headquarters.

This includes supporting the work of the Open-Ended Intergovernmental Expert Working Group on Adequate Housing for All (OWEG-H), which aims to advance a shared understanding and actionable recommendations for realizing the right to adequate housing within the framework of the Current Urban Agenda and the Sustainable Development Goals. Through evidence-based research, policy engagement, and partnership-building, the Canada Office helps ensure that global innovations and lessons inform and enrich the deliberations and outputs pf the OEWG-H’s General Assembly and the Economic and Social Council, as relevant. The position is located in Montreal, Canada, at the UN-Habitat Canada Office.

The focus of this position is to support the UN-Habitat Canada Office’s effective administrative management of its operations, programmes and projects. Under the overall guidance of the Director of the New York Liaison Office (NYLO) and direct supervision of the Head of Office, Canada, the incumbent will perform the following duties: Responsibilities • Assists in the coordination of programme/project planning and preparation work for, typically, a medium-size and complex component of the departmental programme/project initiatives; monitors status of programme/project proposals and receipt of relevant documentation for review and approval.

- Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues.
- Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; distributes project documents to relevant parties upon approval.
- verifies availability of funds; Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
- Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management.
- Drafts correspondence on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
- Provides general office assistance; responds to complex information requests and inquiries; handles routine administrative tasks, such as maintaining attendance records,



assessing telephone billing, etc.
- Provides guidance/training to new/junior staff.
- Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assists with visualizations and updating information material such as web pages or brochures.
- Competencies PROFESSIONALISM: Knowledge of internal policies, processes and procedures generally and in particular those related to programme/project administration, implementation and evaluation, technical cooperation, programming and budgeting. Understanding of the functions and organization of the work unit and of the organizational structure and respective roles of related units. Able to perform analysis, modeling and interpretation of data in support of decision-making. Is motivated by professional rather than personal concerns. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Places team agenda before personal agenda. Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position.

PLANNING & ORGANIZING: Foresees risks and allows for contingencies when planning.

Education Completion of secondary education/ high school diploma is required. Job - Specific Qualification Supplementary training and certification in administration, project management, finance, budget, accounting or other relevant field is desirable. Work Experience A minimum of five (5) years of experience in programme or project administration, technical cooperation or related area is required.

The minimum years of relevant experience is reduced to three (3) years for candidates who possess a first-level university degree or higher.

Experience in coordinating and monitoring of programmes/projects activities is required.

Experience in using Enterprise Resource Planning (ERP) system, preferably Systems Applications and Products (SAP) is required.

Experience in the United Nations System or similar international organizations is desirable. One (1) year or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. External candidate selected for this position will be granted a fixed-term appointment limited ("FTA-limited") in accordance with section 2.2 (b) of administrative instruction ST/AI/2013/1 on Administration of fixed-term appointments. If this position is discontinued, the incumbent will be separated from service.
