Due to continued growth, RHEA is looking to bring in a new Proposal Lead to support both ongoing and new business across all sectors (including Federal, Provincial, and Municipal governments as well as commercial clients and public/private partnerships).

The successful candidate will work on-site at RHEA’s Ottawa office.

Tasks and Activities The scope of work will include:

- Leading and administering the entire end-to-end proposals processes, documents, archives, and templates.
- Lead the successful development of compliant, competitive, and compelling bids through working with a larger team – including account executives, recruiters, vendors, external partners, etc.
- Developing proposal schedules, outlines, compliance matrices, and the Proposal Development Plan for each bid.
- Establishing and maintaining the proposal repository as well as associated archives, templates, and corporate reference files.
- Outlining win strategies (in collaboration with the broader team).
- Taking ownership of proposal reviews (red-teaming) and final proposal delivery, performing rigorous quality assurance checks on draft and final documents.
- Preparing and leading proposal kick-off meetings, status calls, and follow-up sessions.
- Assigning proposal development authorship tasks, holding assigned staff accountable to their tasks.
- Conducting and documenting proposal lessons learned and implementing actions to improve process efficiency.
- Coordinating and supporting the production, reproduction, binding, and packaging in finalizing the proposal submission and response processes.
- Analyzing RFP/RFQ/RFI documents for key information, summarizing that information and relaying it to the rest of the bid team.
- Assembling a team for each response, identifying appropriate subject matter experts (internal) and support staff as well as assigning a review team.
- Leading the writing of proposal responses, crafting templates,



and reviewing content against the corporate standard to ensure consistent compliance to all proposals requirements as well as bid quality.

Required Education, Skills, and Experience The following education and credentials are mandatory:

- Must have experience with Public Sector proposal processes (3+ years)
- Must have experience with Government of Canada proposal processes (3+ years)
- Previous experience creating proposal templates.
- Previous experience in the development of reference templates.
- Previous experience maintaining a corporate reference repository.

The following skills and experience would be highly desirable:
- Previous experience in information management
- Bilingual (English/French)

Working Conditions

- Employment Status: This is a full-time, term role (12 months) with an opportunity to become permanent.
- Location: This is an onsite position, at RHEA’s downtown Ottawa office
- Compensation: $85,000 - $95,000 annually as a baseline.
