Job OverviewThe Contract Services Coordinator (CSC) supports the Ministry of Jobs, Economy, Trade and Immigration by planning, procuring, and monitoring labour‑market programs that improve Alberta’s workforce. The CSC works independently with high autonomy, collaborating with partners, researching labour‑market needs, and evaluating third‑party service providers under public procurement protocols.Job DetailsLocation : Edmonton, Alberta or an Northern Alberta community outside of Edmonton (North‑East communities such as Cold Lake, Bonnyville, Lac La Biche, St Paul, Athabasca, etc. are preferred).Job Title : Contract Services CoordinatorRequisition ID : 83804Ministry : Jobs, Economy, Trade and ImmigrationHours : Full‑time, 36.25 hours per weekClassification : Program Services 4Salary : $3,148.20 to $4,126.82 bi‑weekly ($82,168 – $107,710 per year)Type : Temporary positions (2) until March 31, 2028Closing Date : June 1, 2026Key ResponsibilitiesIdentify and assess labour‑market development needs, priorities, and trends by analysing statistical data, reports, and labour‑market information from internal and external sources.Develop procurement plans and Requests for Proposals (RFPs), coordinate the tendering and selection process, and lead contract and grant negotiations.Manage contract and grant performance, conduct risk assessments, and oversee compliance throughout the lifecycle of agreements.Build and maintain partnerships with external providers, representing the Ministry in inter‑departmental committees and cross‑ministry initiatives.Prepare reports and recommendations that respond to evolving labour‑market trends, and maintain internal reporting tools when existing company IT tools are insufficient.QualificationsUniversity graduation in a related field plus four years of related experience.
Related experience or education may be considered as an equivalency. Equivalency: 1 year of education for 1 year of experience or 1 year of experience for 1 year of education.AssetsKnowledge of relevant legislative, inter‑provincial agreement, and government funding frameworks (e.G., Procurement, Accountability Framework, Government Organization Act, Financial Administration Act, Alberta Accountability Act, Agreement on Internal Trade).Ability to engage a diverse group of stakeholders and understand their unique needs.Familiarity with essential skill and training theories, career development practice, and adult education as applied to employment and training services procurement.Experience with client tracking systems and departmental contract‑management databases (1GX or equivalents).Financial management skills including analysis, forecasting, monitoring, financial statement analysis, and payment verification.Knowledge of under‑represented labour‑market groups (indigenous persons, immigrants, youth, mature workers).In‑depth knowledge of effective employment and skills training methodologies as successfully implemented by service providers.Benefits and IncentivesNorthern Allowance: Additional $241.38 bi‑weekly up to a $6,300 annual maximum.Travel Expense Reimbursement: Eligible employees working above the 57th parallel receive two paid return trips a year (not carried over).Attraction Bonus: A one‑time non‑pensionable bonus of 25% of base pay minus deductions, paid quarterly over the first year of employment.Travel RequirementsThe role requires frequent travel (25–50%).
