Position Title: RTGS Technical Support Officer

Duty Station: Central Bank of Yemen (CBY), Aden

National or International Consultancy: National

Duration: Six (6) months, extendable as required. Where feasible, the contractual arrangement may subsequently be transferred to CBY, subject to satisfactory performance appraisal and applicable CBY staffing and employment procedures.

Academic Qualifications

- Bachelor’s degree in Computer Science, Information Technology, Information Systems, Computer/Systems Engineering, or a related field.

Minimum Years Of Relevant Work Experience

- Experienced candidates: Minimum three (3) years of relevant experience in banking IT systems support, payment-system support, production-system support, or banking/telecom service-desk environments involving incident logging, troubleshooting, and escalation.
- Fresh graduates: Candidates with a relevant degree may be considered where they achieved a cumulative score of 85 percent or higher (85% or equivalent GPA/grading system), have strong English-language capability,



and demonstrate high potential for disciplined technical support work, learning agility, analytical thinking, and attention to detail.
- Good understanding of IT support practices, system monitoring, service health, incident logging, troubleshooting, escalation, and support documentation.
- Knowledge or practical exposure to network connectivity, participant connectivity, interfaces, system logs, alerts, and basic performance monitoring.
- Knowledge or practical exposure to user administration, access rights and profiles, authorization controls, segregation of duties, and audit-trail requirements.
- Strong problem-solving and analytical skills, including the ability to interpret system messages, logs, alerts, and operational notifications.
- Strong documentation skills and discipline in maintaining accurate incident records, support logs, checklists, statistics, and follow-up records.
- Good communication and customer-support skills for clear guidance to users and participants and effective escalation to supervisors and technical counterparts.
- Basic cybersecurity awareness, including secure handling of credentials, permissions, sensitive information, and adherence to security procedures.

Required Language(s)

- Fluency in Arabic and working proficiency in English sufficient to follow technical documentation, participate in trainings, communicate with vendors/project counterparts as needed, and prepare basic reports.
