Position Title: RTGS Operations Supervisor

Duty Station: Central Bank of Yemen (CBY), Aden

National or International Consultancy: National

Duration: Six (6) months, extendable as required. Where feasible, the contractual arrangement may subsequently be transferred to CBY, subject to satisfactory performance appraisal and applicable CBY staffing and employment procedures.

Academic Qualifications

- Bachelor’s degree in economics, Finance, Accounting, Business Administration, Computer Science, or a related field.
- A relevant Master’s degree or recognized professional certification is an advantage.

Minimum Years Of Relevant Work Experience

- At least eight (8) years of relevant qualified experience in central banking, commercial banking operations, treasury, settlement, payment operations, or a closely related field; ten (10) years is preferred.
- At least three (3) years of experience in a supervisory, managerial, team-lead, or payment-operations role; five (5) years is preferred.




- Demonstrated experience in time-critical banking or settlement operations involving operational controls, reconciliation, escalation, and coordination with internal or external counterparties.
- Experience coordinating with technology teams, system vendors, service providers, or
- financial institutions in support of payment or settlement operations.
- Strong understanding of RTGS systems and settlement processes, interbank payment operations, settlement account management, and liquidity management mechanisms.
- Sound understanding of operational risk management, business-day controls, queue and exception handling, reconciliation, incident escalation, and service continuity.
- Familiarity with SWIFT and interbank payment systems, including common message flows and operational practices relevant to settlement processing.
- Solid analytical, reporting, and documentation skills, including accurate preparation and maintenance of operational statistics, logs, checklists, and incident records.
- Strong communication and stakeholder-management skills for coordination with CBY departments, financial institutions, participants, vendors, service providers, and project counterparts.

Required Language(s)

- Fluency in Arabic and working proficiency in English sufficient to use operational and technical documentation, communicate with vendors and project counterparts, participate in trainings, and prepare reports.
