Position Title: RTGS Operations Officer

Duty Station: Central Bank of Yemen (CBY), Aden

National or International Consultancy: National

Duration: Six (6) months, extendable as required. Where feasible, the contractual arrangement may subsequently be transferred to CBY, subject to satisfactory performance appraisal and applicable CBY staffing and employment procedures.

Academic Qualifications

- Bachelor’s degree in economics, Finance, Accounting, Banking and Finance, Business Administration, Computer Science, or a related field.

Minimum Years Of Relevant Work Experience

- Minimum three (3) years of relevant experience in bank payments or clearing operations, bank operations involving reconciliation and operational controls, treasury back-office or middle-office functions, correspondent banking operations, or a closely related area.
- Candidates with a relevant degree may be considered where they achieved a cumulative score of 85 percent or higher (85% or equivalent GPA/grading system), have strong English-language capability, and demonstrate high potential for operational discipline,



numerical accuracy, analytical thinking, and learning agility.
- Good understanding of bank payments, clearing and settlement concepts, settlement cycles, reconciliation, operational controls, and exception handling.
- Familiarity with RTGS or payment-system concepts, including business-day schedules, cut-off times, payment queues, settlement accounts, and interbank payment flows.
- Good understanding of liquidity concepts and settlement-risk fundamentals, with the ability to monitor positions and identify issues requiring escalation.
- Strong numerical accuracy and attention to detail, with discipline in following procedures, checklists, authorization requirements, and operational controls.
- Strong reporting, documentation, and data-management skills, including effective use of spreadsheets, operational logs, reconciliations, and routine statistics.
- Positive analytical and problem-solving skills for investigating operational exceptions and supporting timely resolution through established channels.
- Good communication and teamwork skills for coordination with CBY departments, RTGS participants, supervisors, and technical counterparts.

Required Language(s)

- Fluency in Arabic and working proficiency in English sufficient to follow system and operational documentation, participate in trainings, communicate with project/vendor counterparts as needed, and prepare basic reports.
