What you'll do

- The preferred headquarter locations for these positions are Nanaimo ,Prince George, or Burnaby, subject to workspace availability. Other BC Hydro locations may be considered subject to business needs and workspace availability.

Reporting to the FSA Capital Safety Project Manager the Senior Safety Advisor identifies emerging workplace environment issues pertaining to occupational disease and public health, evaluates the potential consequences for the corporation and develops policies and standards for systematic management and mitigation of risk.

The Senior Safety Advisor will contribute to the establishment of an Owners Safety Plan (OSP) for each specific BC Hydro capital project to drive compliance, consistency, and risk reduction. Requirements include assuming responsibility for the creation and on going management of complex/high risk projects and ensuring all safety and health risk are communicated, and effectively managed to meet project objectives/deliverables and business drivers.

Specific duties in the Senior Safety Advisor role may include the following:

- Acts as a Safety mentor/advisor to BCH project/program stakeholders and cross-functionally through the provision of expert technical guidance within/outside the team.
- Breaks down the project scope into the appropriate levels of detail to allow proper planning and management of Safety & Health to ensure alignment with the Contractor Safety Program (CSP) and applicable KPIs. Determines people resources required on each project by assessing individual skill sets and recommending their allocation and re-deployment among projects based on project requirements.
- Provides subject matter expertise to the Project Manager (PM) and project principals regarding all Safety and Health aspects of projects/programs which requires: i. Implicit understanding of applicable regulations and standards (e.g., WSBC, BCSA, SPR, OSHS, Provincial, Municipal, etc.) to ensure projects meet all regulatory and compliance aspects. ii. Implicit understanding of distinctions between external (i.e. Municipal By-Laws, Pipelines, Railways, etc.) and BCH (i.e., BC Hydro Act) regulations, and which regulations govern specific project/program work.
- The Senior Safety Advisor (safety planning lead) works directly with Procurement to help qualify contractors by including project-specific safety questions in the RFX, and by reviewing completed Safety questionnaires to determine the Contractor’s past safety performance. The Senior Safety Advisor (safety planning lead) assists Procurement in determining whether the successful contractor is qualified to take on the role of Prime Contractor on behalf of BC Hydro.




- Makes recommendations to Safety by Design (SBD)to ensure projects/programs meet increasing standards and expectations for safety (i.e., shared manholes, shared ROWs, share corridors, etc.).
- Develops explicit Owner’s Safety Plans(OSPs) for specific projects in early project phases (i.e., Identification) and as required. Ensures OSP updates are conducted throughout the complete life cycle of the project including during an intervening circumstance or upset condition, and/or when a significant baseline change is required.
- Informs and educates cross-organizational/cross-functional Work Package Managers (WPMs) of Safety & Health issues.

Undertakes appropriate action to manage resolution of Safety & Health issues to maintain safety performance and project schedule. Resolution of issues includes working with WPMs to identify solutions, analyze trade-offs, and assess the impacts of alternatives (costs, risks).
- Leads Safety& Health risk analysis using appropriate models/tools, and provides direction to project support schedulers regarding the revision of schedule-related activities/work packages as appropriate. Leads schedule risk analysis and provides advice and direction for revision of schedule Safety & Health activities affecting work packages.
- Supports the FSA Capital Safety Project Manager in the development of an Occupational Safety& Health Specialist (OSHS) resource allocation model.
- Contributes to the continuous improvement and sustainment of the Contractor Safety Program (CSP) at BCH. Acts as a safety subject matter expert within business group and provides input into employee development programs to grow and maintain expertise in safety and health.
- Provides safety-related support and safety resourcing for project development and necessary adjustments to meet targets/ objectives of resource loaded schedules for all projects (complex and modest).
- Builds effective relationships with stakeholders. Negotiates for positive outcomes within project teams and stakeholders.
- Regularly reviews project Safety and Health scope and schedules (including baselines and actuals)within prescribed cycles. Exercises independent judgment to provide safety expertise to all stakeholders.

*Proactively identifies safety-related hazards and risks, and manages applicable resolutions.
- Provide technical and professional leadership across business group sand promote cross-functionally to achieve project/ program objectives.
- Identify and facilitate a team of OSHS and project team members to ensure the quality and timeliness of their work, with adherence to the Contractor Safety Program (CSP) and all applicable regulations, standards, and compliance objectives.
- Identifies emerging workplace workplace issues resulting from worker exposure to chemical, biological, electromagnetic, noise, physical and ergonomic stresses and public exposure to electromagnetic stresses.
- Conducts or reviews a variety of research produced by research and policy organizations, universities, governments,



health authorities and industry and reviews potentially confidential medical information of BCH staff, assesses the effect of these diseases and the risks for workers and the public, determines how other major organizations around the world have been impacted by these issues, and evaluates the potential employee health, operational effectiveness and financial consequences for the corporation over the long term.
- Develops policy& standards for the systematic management of identified issues and develops strategic, proactive options for mitigating these risks, including re-designing of work functions and automation impacting on major portions of the organization.

What you bring
- Engineering Degree (P. Eng) or other relevant degree/diploma in Electrical, Mechanical or Civil discipline with Professional qualifications is an asset & knowledge of construction methodology.
- Occupational Health and Safety (OSH)Certificate or Diploma with years of related experience in Safety or equivalent combination of education and experience required.

*A variety of educational profiles may apply, which may include: PMP, CRSP, OSHS, Engineering Degree, Technical Diploma, or Journey Level Trade Certificate. PMI-SP and/or AACEI-PSP (Planning & Scheduling Professional with the Association for the Advancement of Cost Engineering) an asset.
- 8-10 years of experience in the assessment of Workplace Environment issues. Experience in conducting other safety assessments and in coordinating multi-disciplinary audit teams would be an asset.
- Possess a strong understanding of BC Hydro management structures, systems, and processes.
- Experience leading and managing groups of people to deliver results and improve in their level of expertise.
- Experience in interpersonal and facilitation skills with proven ability to influence without authority.
- Comprehensive knowledge of the philosophy and practices of corporate safety and health.
- Comprehensive knowledge of the hydroelectric utility business along with Electrical utility experience would be an asset.
- Ability to liaise effectively with senior corporate management, field line management personnel and personnel in the safety community, and collaborate effectively with other team members in Corporate Safety.

- Strong planning, analytical, organizational and team leadership skills.
- Well-developed oral and written communication, presentation, relationship building and interpersonal skills along with advanced MS Office experience.
