Technical Recruiter – Canadian Public Sector (High Volume / VMS)

Position Overview

We are seeking an experienced, high-velocity Senior Technical Recruiter with deep expertise navigating Canadian public sector procurement frameworks. The ideal candidate brings a proven track record of sourcing, formatting, and submitting top-tier IT and technical professionals under tight deadlines into provincial government accounts.

You will thrive in a fast-paced environment handling high-volume requisitions , navigating strict Vendor Management Systems (VMS)—specifically Flextrack —and mastering matrix evaluation grids for provincial clients across Ontario, Alberta, British Columbia, and Nova Scotia .

Key Responsibilities

- High-Volume Execution: Manage a high volume of open technical requisitions simultaneously while maintaining speed, quality, and high submission-to-interview ratios.
- Public Sector Submissions: Lead end-to-end submission packages tailored to specific provincial procurement standards (e.g., matrix alignment, candidate resume customization, and mandatory experience verifications).
- VMS Management: Utilize Vendor Management Systems—primarily Flextrack —along with Fieldglass or Beeline to monitor requisition releases, track candidate statuses, adhere to submission caps, and meet tight SLA deadlines.
- Sourcing & Talent Pipeline: Proactively source technical talent (Software Engineers, Cloud Architect, PMs, Business Analysts, Cyber Security Specialists, DevOps, Data Engineers) with active or eligible security clearances (e.g., Reliability, Secret, Provincial equivalent).
- Matrix Evaluation & Compliance: Meticulously review Vendor Procurement requirements and build detailed compliance matrices mapping candidate experience line-by-line against mandatory and point-rated criteria.
- Candidate Management: Screen, interview, evaluate, and prep candidates for public sector panel interviews. Manage rate negotiations within standardized pay band limits.
- Cross-Jurisdictional Coverage:



Navigate specific nuances of provincial vendors and buying portals across key markets:
- Ontario: OPS (Ontario Public Service) and broader public sector framework agreements.
- British Columbia: BC Public Sector / Flextrack IM/IT Services procurement portal.
- Alberta: GoA (Government of Alberta) IT contract procurement streams.
- Nova Scotia: Provincial Government & NS Digital Service contract portals.

Qualifications & Requirements

- Experience: Minimum 4–6+ years of technical recruitment experience, with at least 3 years focused exclusively on Canadian public sector staffing .
- VMS Mastery: Proven hands-on experience navigating Flextrack (required) and other VMS platforms (SAP Fieldglass, Beeline, etc.).
- Provincial Market Expertise: Demonstrated experience submitting candidates for provincial government bodies in Ontario, Alberta, British Columbia, and Nova Scotia .
- Matrix Formatting: Expert ability to map candidate resumes to complex RFS/RFP evaluation grids, ensuring zero compliance rejections on submissions.
- High-Volume Record: Trackable experience handling 15–30+ open IT requisitions per week and executing high-volume submission targets.
- Technical Acumen: Ability to converse with, evaluate, and screen complex IT skill sets across Application Development, Infrastructure, Cloud, Security, Data, and Enterprise Architecture.
- Clearance Knowledge: Familiarity with Canadian Federal/Provincial security clearance processes (Reliability, Secret, Public Trust).
