(Internal Title: Contract Administration and Procurement IV) Provide strategic commercial leadership for the EHTH Alliance, ensuring commercial objectives, contractual obligations, and project outcomes remain aligned throughout project execution.
Serve as the lead Owner Representative commercial advisor to Project Delivery and Program Controls teams, providing direction on key commercial, contractual, risk, and governance matters.
Lead the commercial management of the Project Alliance Agreement (PAA), including strategic oversight of scope changes, adjustment events, early warnings, performance incentive frameworks, commercial risk, and contractual compliance.
Drive commercial strategies that support effective decision-making, optimize project outcomes, and balance risk, cost, schedule, and stakeholder interests within a collaborative Alliance environment.
Lead the assessment, negotiation, and resolution of significant commercial matters while promoting Alliance principles, collaboration, and value-for-money outcomes.
Provide executive-level commercial advice, recommendations, and reporting to project leadership and governance forums to support informed decision-making and effective risk management.
Foster strong relationships with Alliance participants, project stakeholders, and delivery partners to support successful project delivery and commercial performance.
Lead and mentor commercial resources while promoting continuous improvement, commercial excellence, and best practices across the program.
Provide strategic commercial guidance and oversight to the BCD commercial team on key commercial and contractual matters.
Support the BCD commercial manager on significant negotiations, change events, commercial strategies, and major project decisions as required.
Provide commercial and advisory support to other strategic initiatives across the Union+ portfolio, leveraging commercial expertise to address emerging priorities, governance requirements, delivery challenges, and resource needs as required.

HERE’S WHAT YOU’LL NEED:
Experience: Minimum of 12 years of progressive experience in commercial management, contract management, project controls, procurement,



or major project delivery, including experience on large-scale infrastructure, transit, transportation, or construction projects.
Demonstrated experience working within collaborative delivery environments, including Alliance, Progressive Design-Build, Design-Build, P3, or other alternative delivery models.
Strong knowledge of commercial and contract management practices, including scope changes, adjustment events, early warnings, performance incentive frameworks, risk and opportunity management, and commercial negotiations.
Experience preparing and presenting executive-level recommendations, governance materials, commercial strategies, and business cases to senior leadership and stakeholders.
Strong commercial acumen, negotiation, stakeholder management, and relationship-building skills, with the ability to influence outcomes and drive alignment across multiple organizations within a complex Alliance environment.
Demonstrated ability to manage competing priorities and navigate complex commercial and contractual issues while fostering a collaborative, high-performance culture.

Education: Degree in Business, Commerce, Finance, Engineering, Construction Management, Law, Project Management, or a related discipline, or an equivalent combination of education and experience.

Licenses OR Certifications: A relevant professional designation (e.g., CPA, PMP, RICS, P.Eng.) is considered an asset.
Holding recognized certification in specified fields of Engineering, Contracts Management, Program Management, Procurement Management, or Project Management including PMP (Project Management Qualified), Professional Engineers of Ontario (PEO), Certified Professional Contracts Manager (CPCM), Chartered Institute of Purchasing and Supply (CIPS), Certified Supply Chain Professional (CSCP), Certificate Professional in Supply Chain Management (CPSM), or equivalent

Skills and Competencies: Strong understanding of prevailing Project Management methods
In-depth knowledge of tools and metrics needed to evaluate project performance
Proficient in Project Management software
Proven capacity to anticipate, identify, and minimize risks
Expert ability to detect, capitalize on, and be sensitive to others' strengths
Tact to perceive and ameliorate conflict and tension
Capability to lead, supervise, delegate, and develop capacity
Ability to work creatively and analytically in a problem-solving environment by ensuring effective teamwork, promotion of innovation, and overall excellence
Competent in understanding interdependencies between technology, operations, and business needs
Demonstrated functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices
Proven success in providing on-site leadership for project teams by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
Extensive experience in effectively leading mid-sized multi-discipline contracts teams
Advanced skills in Microsoft Office
Must maintain professional development to keep abreast of emerging technologies, methods, and best practices
Tailor technical information for different audiences through presentations, reports, and other means independently
Skilled in the negotiation of favorable terms under contracts
Must foster relationships with various stakeholders
Ability to arrange priorities and elevate competing risks to meet deadlines with minimum input from leadership
Keen eye for detail and adept problem-solving abilities




Must have demonstrated experience relaying and receiving information (written and verbal)
Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment

Compensation at Accenture varies depending on a wide array of factors, which may include but is not limited to the specific office location, role, skill set, and level of experience.
