ABOUT THE POSITION
The City of Swift Current is inviting applications for the position of Manager Water & Wastewater. This senior leadership role provides strategic and operational direction for the City’s Water & Wastewater Utility, including the water distribution system, wastewater collection system, Water Treatment Plant, and Wastewater Treatment Plant. Reporting to the General Manager of Infrastructure & Operations, the Manager is accountable for regulatory compliance, service reliability, asset and capital planning, financial stewardship, operational policies, and long-term utility strategies. Through three direct-report superintendents, this position also provides leadership for workforce planning, staff development, performance management, succession planning, mentorship, and leadership development.

Key Accountabilities

Lead the development, implementation, and regular review of strategic and operational plans for the Water & Wastewater Utility, aligning service levels, infrastructure priorities, regulatory obligations, and long-term organizational objectives.

Oversee regulatory compliance, emergency response, business continuity, operational contingency planning, and service reliability for water distribution, wastewater collection, and treatment operations.

Provide leadership, supervision, coaching, performance management, and staff development for direct reports and their teams, including succession planning, mentorship, workforce planning, and leadership development.





Direct operating and capital budget planning, monitoring, reporting, utility rate recommendations, customer service policies, fees, charges, and responsible resource allocation.

Provide strategic oversight of utility capital projects and asset management priorities to support lifecycle planning, reliability, renewal, service delivery objectives, and long-term infrastructure needs.

Develop, review, and maintain policies, procedures, standards, purchase specifications, preventive maintenance plans, and continuous improvement practices for water and wastewater operations.

Represent the City with customers, regulators, contractors, suppliers, community partners, media, and other stakeholders, responding to concerns and communicating service and project information in a timely and constructive manner.

Qualifications

Level 4 Certification in Water Distribution and Level 3 Certification in Wastewater Collection.

Minimum five (5) years of progressively responsible experience in water utility operations, including at least three (3) years in a managerial role.

Solid working knowledge of water and wastewater treatment operations, distribution and collection systems, regulatory requirements, and asset management practices.

Demonstrated strengths in strategic planning,



organizational management, decision-making, project management, financial management, problem solving, communication, and staff leadership.

Knowledge of Federal, Provincial, and Municipal laws and regulations related to water and wastewater utility operations.

Ability to establish and maintain effective relationships with City Council, City officials and staff, regulatory agencies, union representatives, contractors, suppliers, and the public.

Working Conditions
This role includes a combination of office duties, site inspections, meetings, and work in industrial environments. The position may involve exposure to noise, chemicals, outdoor conditions, and physically demanding site conditions. The role requires strong mental focus, sound judgement, and the ability to manage competing priorities, regulatory obligations, public expectations, and staff matters.
