Job Title: Agile Coach - Multi-Team Delivery Public Sector

Overview: We are seeking an experienced Agile Coach to support a multi-team delivery environment within a provincial public-sector organization focused on improving citizen and business service outcomes. The organization is operating with multiple concurrent multi-team initiatives and requires strong cross-team coordination, dependency management, and consistent Agile practice across groups that previously worked in silos. Several multi-team initiatives are already underway, with additional teams contributing to shared, cross-initiative work. This role operates at the team-of-teams level. You will coach Product Owners, Scrum Masters, delivery teams, and leaders; facilitate large-scale planning and alignment events; improve flow and collaboration across value streams; and build lasting internal capability. The position sits at the intersection of delivery excellence, organizational change, and public-sector governance, with a clear mandate to help multiple teams deliver shared outcomes more effectively together.
What you will be doing?
Coaching & Mentoring
Coach teams, Product Owners, Scrum Masters, and leaders in Agile values, principles, roles, and ceremonies in scaled and multi-team environments
Mentor Product Owners on backlog prioritization, refinement, and stakeholder engagement in support of multi-team quarterly and annual goals
Support teams in self-organization, collaboration, continuous improvement, and constructive conflict resolution across teams and leadership levels
Team of Teams Support
Collaborate with cross-functional teams to align priorities, manage dependencies, and support successful delivery of shared outcomes
Lead or support multi-team planning, roadmap sessions, reviews, and retrospectives
Identify and help resolve cross-team and cross-division dependencies, risks, and delivery challengesSupport the development and adoption of processes and tools for capturing and escalating impediments, decisions, and risks across teams
Assessment & Continuous Improvement
Assess team structures and delivery processes for multi-team collaborative work and recommend practical improvements
Recommend and help implement Agile practices, tools, and techniques that improve collaboration and delivery flow
Introduce or refine delivery metrics (flow, predictability, etc.) to track progress against multi-team goals
Change Management & Organizational Support
Support organizational adoption of multi-team Agile practices while aligning with public-sector governance requirements
Facilitate workshops and large-group planning or visioning sessions with internal and external stakeholders
Facilitation & Enablement
Lead or support scaled Agile events (planning, stand-ups, reviews, retrospectives)
Facilitate workshops and coordination meetings that drive alignment and delivery
Support teams in documenting requirements, decisions, and delivery artefacts (primarily using tools such as Jira and Confluence)
Key Deliverables
Coaching plans and Agile maturity guidance for multiple delivery teams
Facilitation of cross-team planning, retrospectives, workshops, and alignment sessions
Recommendations and documentation for team-of-teams structures and process improvements
Regular reporting on Agile maturity, delivery metrics, and progress
Clear documentation of decisions and processes
Knowledge transfer that builds sustainable internal capability
What you must have?
Minimum 5 years coaching in scaled Agile and multi-team environments (experience with at least 5 teams)
Demonstrated experience coaching teams, leaders, and teams-of-teams in Agile values, principles, ceremonies, and roles
Experience assessing and improving team-of-teams structures and delivery processes
Experience facilitating multi-team large-scale planning and strategic workshops
Experience in, or strong understanding of, public or regulated sector environments
Excellent communication, facilitation, collaboration, and conflict resolution skills
Preferred Experience
Experience with connected services, cross-ministry, or complex multi-program delivery environments
Hands-on experience with Jira, Confluence, and modern digital delivery frameworks
Other Information
Initial term: 1 year, with up to three optional 1-year extensions
Remote work is supported, with core availability required during standard Pacific Time business hours
Robust preference for candidates who can operate effectively in a public-sector context and leave lasting capability behind
Salary/Pay Rate
$115.00/ hour
