Job Reports to: Director of Housing Services
Salary: $95,404 - $119,265

SUMMARY
Manages assigned program areas of the Ontario Works division and special projects and/or programs of Housing Services. Directs staff and activities and ensures the delivery of services within legislated and financial guidelines for the CDSB.

KEY RESPONSIBILITIES OF POSITION
Management of Program Services

Manages assigned program areas of the Ontario Works division that include Case Management, Employment Supports, and Program Compliance, co-ordinating an assigned work team, coordinating workload, assigning projects, monitoring work, scheduling staff meetings, providing advice/guidance, ensuring adequate resources, resolving issues and meeting, or exceeding, established departmental standards

Manages/administers and advises on policies and procedures relating to the administration of the Housing Services Act, reviewing and approving work performed by staff and housing service providers

Communicates, consults and provides guidance to housing service providers and non-profits housing developments, providing interpretation of HSA and various Ontario programs and/or regulations

Ensures program delivery (OW and Housing) and compliance with legislation, reviewing files, preparing reports, interpreting information, developing strategies, delivering training, obtaining program approvals, responding to/resolving issues and advising on technical issues

Manages daily performance of Ontario Works and Housing staff to ensure work is performed in compliance with legislation and Board policies through reviews of daily work

Responsible for making complex and non-routine decisions in the delivery of Ontario Works and Housing Services referring unusual situations to the appropriate CDSB Director

Responds to worker inquiries. Unusual case scenarios submitted verbally or by e-mail to Program Managers are reviewed and employees directed to appropriate reference sources. Responsible and accountable for final decisions in determining eligibility

Participates in interviewing and making recommendations in the hiring of new employees, carrying out performance appraisals, directing the training and development of staff, carrying out disciplinary actions in conjunction with the appropriate Director

Planning

Participates in program/organizational management/ committee meetings, implementing strategic management practices,



ensuring adherence to legislation, developing/enforcing interagency/inter-departmental operating protocols, guiding focus of work unit, communicating/ensuring adherence to corporate and operational policies/organizational vision and communicating technical solutions

Liaises with community representatives, marketing to community placement organizations, presenting programs to educate stakeholders/community partners/provincial associations, performing strategic volunteerism, dealing with client advocate groups/agencies and communicating with program stakeholders

Provides internal client service to peers/co-workers throughout the organization and external client service to government staff, Board members, housing services providers social assistance/housing recipients and strategic partners maintaining close client business relationships to discuss best practices/long-term objectives, attend planning sessions, develop joint protocols, participate on committees, etc. to ensure effective and effective delivery of Ontario works and housing programs

Provides input into program/service contract proposals

Assists the Directors of Ontario Works and Housing to establishing unit goals and objectives

Administration

Administers housing services programs/rent supplements/non-profit contracts/income testing and co-ordinates access waiting lists providing guidance and advice to staff, service providers

Conducts ongoing reviews of legislated documents, Participation Agreements, Assessments and case activities to ensure accurate client entitlement calculations and quality service delivery to clients

Finance

Forecasts, recommends, and manages a budget cost centre, approving expenses, monitoring progress throughout the year, reviewing and revising as appropriate

Develops, forecasts, recommends, implements and manages the budgets for Non-Profit Corporations under management service agreements

JOB REQUIREMENTS

Demonstrated knowledge of, or ability to gain knowledge of, program legislation (Housing and Ontario Works)

Knowledge of, or ability to gain knowledge of, specialty program software such as Yardi, SAGE, Beanswork and SAMS

Ability to maintain in-depth knowledge of legislated government funded programs at the Federal, Provincial and Municipal levels. Maintain continuous development and active updating of these programs as changes occur. Implements these changes into the day to day activities

Good understanding of accounting processes and applications

Ability to manage in a unionized environment

EDUCATION & EXPERIENCE

Degree or Diploma

Management experience or an equivalent combination oof education and experience acceptable to the employer.
