Organizational Design & Classification Consultant
Salary: To Be Determined Through Competitive Bidding

Tasks
The successful consultant will be responsible for the following:

Updating Existing EX Job Descriptions and Classification Documentation

Review existing or outdated EX job descriptions.

Identify gaps, inconsistencies, or required updates.

Recommend and incorporate approved revisions.

Ensure documentation aligns with the Directive on Executive (EX) Group Organization and Classification, the Executive Group Job Evaluation Standard, and applicable TBS guidance.

The work does not include drafting recent EX positions from start to finish unless specifically authorized in writing by the Project Authority.

Updating Evaluation Rationales and Classification Committee Reports

Review existing evaluation rationales, classification committee reports, relativity analyses, benchmark references, and supporting documentation.

Identify areas requiring updates.

Revise documentation to reflect current responsibilities, organizational context, relativity considerations, and applicable EX classification requirements.

Ensure updates support a complete and defensible classification file.

Kick-Off Meetings

Participate in a kick-off meeting at the start of the contract.

Participate in additional meetings, as required, before file updates or evaluation work begins.

Confirm expectations, priorities, roles and responsibilities, timelines, required documentation, and file-specific requirements with the classification sector.

Reporting

Provide weekly written updates to the Project Authority regarding work progress, completed or ongoing deliverables, timelines, and any issues or risks.

Communicate issues affecting classification files to the classification sector.





Participate in additional meetings and email or telephone exchanges as required by the Project Authority or classification sector.

Other Related Classification Services

Provide advice and guidance related to EX classification.

Conduct internal and external relativity analyses.

Conduct research and organizational analyses.

Perform job validation reviews and assess application parameters.

Provide other related classification support as requested by the Project Authority.

Mandatory Requirements
M1 – Federal EX Classification Experience
The proposed resource must have a minimum of five (5) years of experience within the last ten (10) years providing Executive (EX) classification services within the federal public service, including the review, update, or evaluation of:

EX job descriptions

Classification rationales

Evaluation reports

Relativity analyses

M2 – EX Classification Accreditation
The proposed resource must have held Executive (EX) classification accreditation granted by a federal department, agency, or the Treasury Board of Canada Secretariat (TBS).

Required: Copy of accreditation certificate or official documentation.

M3 – EX Classification Training
The proposed resource must have successfully completed Executive (EX) position classification training based on the Hay/Korn Ferry job evaluation methodology or the Executive Group Job Evaluation Standard.

Required: Certificate of completion or official training record.

M4 – Résumé
The Bidder must provide a current résumé for the proposed resource for evaluation purposes.

M5 – Official Language Proficiency
The proposed resource must have a minimum official language proficiency level of CBC/CBC in English and French .

Required: Valid official language test results, official documentation, or results from a structured bilingual interview confirming that the proposed resource meets the minimum CBC/CBC proficiency level.
