This role oversees the construction of new electric ferry vessels and upgrades at the Jack Layton Ferry Terminal, ensuring delivery, safety, and environmental goals. The construction, launch, and operation of these new electric ferries represent major milestones for the City of Toronto in terms of transportation, climate action, and the visitor experience at Toronto Island Park. The role will also manage future purchases and terminal rebuild plans over the next decade.The Senior Project Manager demonstrates proven leadership and project management skills, supervising a team of consultants and contractors. The role requires strong communications, political acuity, coordination with city divisions and external agencies, and experience leading marine, waterfront, and infrastructure engineering projects.ResponsibilitiesLead scoping, procurement, design, construction, delivery, commissioning, stabilization, and warranty phases of ferry replacement and terminal projects.Plan and deliver complex capital projects using best‑practice methodologies, managing scope, schedule, budget, risks, and issues, and resolving conflicts through negotiation and mediation.Develop project charters, work plans, governance structures, schedules, budgets, resource plans, training materials, and performance controls.Review and recommend project schedules; monitor progress; initiate corrective actions; ensure projects remain within approved timelines and budgets.Prepare and review cost estimates, cash‑flow forecasts,



and capital budgets; administer capital programs; control expenditures; identify operatingimpacts of new assets.Manage procurement and contract administration, including RFQs, RFPs, negotiation, contract performance, and payment approvals.Ensure compliance with corporate policies, legislative requirements, asset management, financial controls, performance measurement, and reporting standards.Anticipate and assess emerging issues affecting program delivery; coordinate innovative, politically informed solutions.Establish and lead inter‑divisional, inter‑agency, and interdisciplinary teams; build partnerships withagencies, utilities, and the private sector.Engage internal and external stakeholders throughout the project lifecycle; conduct site inspections to ensure compliance with city standards.Track and respond to council directives, deputations, community council matters, inquiries, and complaints, ensuring timely, cost‑effective, high‑quality service delivery.Prepare and present briefing notes, reports, correspondence, and presentations for senior management, council, committees, and partners.Represent the division by providing leadership and technical expertise at meetings with elected officials and stakeholders.Develop program goals, quality assurance measures, KPIs, and performance reporting; research industrybest practices; support strategicplanning, policy, and standards development.Ensure compliance with collective agreements, city bylaws, and divisional policies; serve as a resource forpublic inquiries.Respond to emergency and priority situations, deploying appropriate financial and human resources.Key QualificationsUniversity Degree in naval architecture, marine engineering, mechanical engineering, or civil engineering.Experience delivering naval, facility design,



or infrastructure projects.Experience delivering capital projects, including RFEs, construction tenders, technical specifications, cost estimates, design development, and construction management oversight.Progressive experience with project controls for large, complex, high‑value capital projects; experience with State of Good Repair projects is an asset.Ability to translate client and end‑user requirements into clear objectives while managing competing stakeholder priorities.Proven ability to lead, supervise, and motivate contractors, consultants, and professional staff in complex projects with conflicting deadlines.Expertise in budget management and expenditure control for capital projects.Knowledge of project planning, scheduling, and risk management tools.Strong written communication skills and experience authoring technical and quality management documentation, policies, plans, procedures, and executive reports.Excellent oral, interpersonal, problem‑solving, and influencing skills; ability to negotiate with diverse stakeholders and operate effectively with minimal supervision.High level of professionalism, attention to detail, and proficiency with industry‑standard software and data management tools, with sound judgment in fast‑paced, high‑pressure environments.Ontario‑licensed Qualified Engineer (P.Eng.) preferred.Project Management Professional (PMP) certification preferred.Equity, Diversity and InclusionThe City is an equal opportunity employer, dedicated to creating an inclusive workplace that reflects the diverse residents we serve.
