Reporting to the Supervisor of Data & Applications, the Programmer Analyst 2 is a skilled and experienced professional who plays a critical role in the design, development, integration, and maintenance of software systems. The Programmer Analyst 2 is responsible for delivering high-quality software that meets the needs of customers and partners.

The primary responsibility of this position is to do front-end code development using Angular framework and jQuery. Responsibilities include developing new application features, enhancing existing systems, troubleshooting front-end issues, ensuring cross-browser compatibility, and implementing best practices for usability, performance, accessibility, and security.

Experience developing cross-platform hybrid mobile applications for iOS and Android using Capacitor is considered an asset. Experience with .NET/C#, Entity Framework, RESTful APIs, SQL Server, Oracle, SharePoint, and related application development technologies is also considered an asset.

Exposure to Artificial Intelligence (AI) technologies, tools, or concepts is considered an asset. An interest in exploring and applying AI to software development, business processes, automation, and municipal service delivery will be viewed positively. The successful candidate will be encouraged to identify opportunities where AI-enabled solutions can improve efficiency, enhance user experience, and support innovation across the organization.

The key responsibilities of a Programmer Analyst 2 include analyzing business and technical requirements, designing and implementing software solutions, collaborating with cross-functional teams, and providing software/application support, code development, maintenance, testing, and ongoing enhancements for existing software systems. The role also participates in solution architecture discussions, code reviews, documentation, and continuous improvement initiatives throughout the software development lifecycle.





Success in this role requires a strong understanding of software development methodologies, experience with a wide range of programming languages and technologies, strong problem-solving and analytical skills, and excellent communication and collaboration abilities. A Programmer Analyst 2 must be able to work effectively in teams, prioritize competing tasks, and manage their time effectively to meet project deadlines while delivering high-quality solutions.

As the Programmer Analyst 2, you will:

- Lead the implementation and support of commercial and custom applications.
- Provide software / application support through code development maintenance, enhancement and optimization.
- Collaborate and communicate with team members, cross-functional team, and stakeholders.
- Participate in gathering requirements, defining specifications, evaluating solutions, and assessing feasibility.
- Maintain robust cybersecurity measures, safeguarding software applications and systems against potential threats and vulnerabilities.

Your education and qualifications include:

- A university degree or diploma in a technology focused discipline or equivalent education and experience.
- Related certifications such as Microsoft Azure Developer Associate Scrum Developer, or comparable certifications would be an asset.
- Two years of work-related experience in a relevant application development and/or maintenance environment.
- Experience developing software for multiple platforms and technologies.
- Experience with software testing and quality assurance,



including manual and automated testing techniques.
- Experience with database systems, software development life cycle (SDLC), and basic understanding of system architecture.
- Extensive knowledge in programming languages.
- Valuable knowledge of databases, cloud computing, and other software development tools and technologies.
- Strong knowledge of business and systems analysis.
- Strong attention to detail and commitment to software quality and reliability, and ability to produce high-quality, error-free code.
- Strong verbal communication skills.
- Strong written communication skills.
- Strong interpersonal and collaboration skills, be able to work effectively in a team environment.
- Strong problem-solving skills and ability to analyze complex problems and develop effective solutions.
