Qualifications
MINIMUM FORMAL EDUCATION/TRAINING:
- An Undergraduate university degree or formal certification in Business Administration, Public Administration, Human Resource Management, Finance, Accounting, or a related field is required.
EXPERIENCE:
- Five to seven years of progressively responsible experience in financial administration, budgeting, human resources administration, and operational management within a complex organization is required.
- Experience is required in:
- Budget planning, forecasting, financial analysis, and financial reporting.
- Human resources administration, including recruitment, staffing processes, employee onboarding, and interpretation of policies and procedures.
- Managing multiple priorities and supporting senior leaders in a large and complex environment.
- Coordinating projects and initiatives involving multiple stakeholders.
- Monitoring and administering grant-funded or externally funded projects would be an asset.
- Experience in a post-secondary or public-sector environment is preferred.
- A combination of equivalent education and directly related experience may be considered.

OTHER JOB RELATED QUALIFICATIONS:
- Qualified accounting designation (CPA) or progress toward designation.
- Chartered Professional in Human Resources (CPHR) designation or progress toward designation.
- Project Management Professional (PMP) certification or equivalent project management training.
- Graduate degree in Business Administration, Public Administration, Higher Education, or a related discipline.
- Experience working within a post-secondary institution and knowledge of university governance, budgeting, and administrative processes.
Key responsibilities
Finance
- Assists in the preparation of annual budgets (totaling approx. $29M), forecasts, and year-end financial activities
- Monitors day-to-day financial transactions to ensure accuracy, completeness and compliance with university policies and procedures
- Reconciles operating accounts, monitors budget balances and commitments, identifying discrepancies and bringing issues to the attention of the Senior Budget Officer
- Prepares regular/quarterly financial reports, expenditure summaries and variance analyses and communicates progress+
- Provide leaders with regular updates on actuals vs. Budget to support decisions about in-year use of funds
- Authorizes expenditures in accordance with financial processes and designated authority
- Maintains financial records and supporting documentation for audit purposes
- Responds to routine financial inquiries from leaders and administrative staff
- Recommend improvements to financial processes and administrative procedures
- Strives to achieve a balanced budget within operating unit(s). Investigates negative variances and recommends appropriate corrective action as necessary
- Fosters an environment that involves all team members in the development of cost effective and efficient practices
- Develop an annual budget for the administrative support area, for approval by the Director and Vice-Provost(s)
- Participates in the planning/development of capital equipment requests
Human Resources
- Manages the recruitment portfolio, acts as the primary liaison to Human Resources, oversees candidate interview processes, may participate in interviews, completes reference checking
- Processes appointments, extensions, funding changes, positions discontinuances and terminations
- Monitors salary budgets and staffing allocations, vacancy management, and identifies variances or potential issues
- Supports annual performance review and planning sessions with staff
- Maintains up-to-date job descriptions for all positions
- Coordinates onboarding and staff exit activities
- Assists EDs, Directors and Administrative staff with administrative processes and interpretation of policies/procedures
- Tracks probationary periods, contact end dates, and other HR milestones
- Maintains awareness of new collective agreement provisions and implications for administrative processes, budget planning, and year-end forecasting
- Ensures that all staff have completed mandatory training
Strategic Funding Opportunities
- Regularly monitors information on internal and external/national and international funding opportunities relevant to the portfolios, advising on strategic alignment and feasibility
- Drafts and/or oversees the development of funding proposals and applications, including supporting budgets, and ensures appropriate governance review and approvals
- Monitors to ensure funded initiatives are implemented in compliance with funding requirements, including assessment, reporting, and accountability obligations, alerting the Executive Directors and/or Vice-Provost(s) to any deviations from agreed-upon timelines, funding parameters, and deliverables
- Tracks expenditures and reporting requirements for funded projects
- Maintains records of funding agreements and reporting deadlines
- Compiles financial information required for funding reports
- Supports the financial administration of funded initiatives, including liaising with external funding partners regarding reporting requirements, as appropriate
- Other duties as assigned
