Senior Purchasing Specialist
Location: Toronto, ON
Start Date: ASAP
Duration: 3-Month Contract

Compensation: $45–$50 per hour
Role Overview
To plan, organize and conduct the procurement activities for a diverse range of complex commodities and services.
What You'll Do
- Engage in procurement planning with client groups through routine meetings and communication to identify and provide quality of service to meet delivery requirements in a timely basis.
- Review each project requirement in order to determine the most suitable procurement process, taking into consideration the technical aspects of the request, delivery requirements, estimated cost and supplier/contractor availability.
- Communicate most effective procurement strategy to clients in compliance with regulatory and legislated obligations for transparency and reasonableness.
- Prepare tender/proposal specifications; evaluate and award tenders, quotations and proposals for a wide variety of complex contracts.
- Liaise with consultants and contractors regarding specifications, scope of work pricing, terms and conditions.
- Review and execute contracts, purchase orders, change orders and other documents in accordance with policies.
- Perform contract administration, including liaison between suppliers and departments, compliance with contract terms and conditions including financials.
- Monitor and interpret emerging procurement issues/technological and economic trends and significant changes in the marketplace; support the Manager in the implementation of strategies to effectively address and optimize the impact of these issues.
- Respond to and escalate contractual disputes to the Manager for support towards resolution.
- Consult with other Purchasing and Operations personnel to develop and sustain a team approach to the identification and resolution of common and unique procurement issues/problems, client demands, supplier performance and support service performance.
- Perform other related activities as required. Keep up-to-date on related skill development in order to use any new technologies or processes as required.
Qualifications
- University degree and working towards or in the process of obtaining a certified skilled purchasing designation.
- Minimum five (5) years of public sector procurement experience.
- Thorough knowledge of procurement practices, principles, policies, and procedures.
- Knowledge of negotiating techniques, cost analysis, and contract law as it relates to proposals, tenders, negotiations, and risk management.
- Experience applying public policies to procurement and resolving pre- and post-contractual issues.
- Public procurement experience focused on Information Technology, Maintenance, Repair, Operations, and general corporate services.
- Strong stakeholder management and communication skills, with the ability to work effectively with internal stakeholders, suppliers, and contractors.
- Ability to manage priorities, exercise sound judgment, and handle confidential information.
- Experience with Microsoft Dynamics 365 and Microsoft Office applications.
