Description of Position: Reporting to the Vice President of Construction, the Director of Construction is a key member of Troika’s Senior Management Team and provides operational leadership across Troika’s construction portfolio, including multifamily residential, single-family and custom homes, commercial, mixed‑use, and institutional projects.

Working in close partnership with the Vice President of Construction, the Director is responsible for translating Troika’s construction strategy into consistent operational execution across the portfolio. The role provides leadership and oversight to Project Management, Construction Administration, Site Operations, Safety, Quality Assurance, and Pre‑Construction, ensuring projects are delivered safely, profitably, on schedule, within approved budgets, and in accordance with Troika’s quality and performance standards.

The Director is accountable not only for successful project delivery, but also for strengthening the overall capability and scalability of Troika Construction. This includes developing high‑performing teams and future leaders, establishing transparent operating standards and accountability, improving construction systems and processes, strengthening cost and schedule controls, and driving continuous improvement across the business.

As Troika continues to grow, the Director will play an important role in ensuring the construction platform, leadership capacity, and operational disciplines evolve to support an increasingly diverse and complex project pipeline. The Director will also contribute to client and partner relationships, risk management, resource planning,



and the identification and implementation of opportunities to improve construction performance and profitability.

The Director works collaboratively across

Investments & Development, Finance, Property Management, Human Resources, Sales & Marketing, and Executive Leadership

to ensure alignment from pre‑construction through project delivery and turnover. The role also partners closely with the

Business Development Manager

to evaluate opportunities, support client relationships, and advance Troika Construction’s strategic growth objectives.

Key Responsibilities: Strategic Leadership Contribute to and execute TCL’s annual business plan, as directed by the VP of Construction. Establish departmental objectives, KPIs and operational priorities. Develop construction capacity to support Troika’s long‑term growth plans across all product types. Lead continuous improvement initiatives across construction operations. Build a scalable organizational structure capable of supporting multiple concurrent projects.

Operational Excellence Provide operational oversight of all projects from feasibility through warranty, including:

Pre‑Development Design Development Pre‑Construction Procurement Construction Occupancy Warranty

Across multifamily, single-family/custom homes, commercial, mixed‑use, and institutional developments, ensure every project delivers:

Safety Schedule Budget Quality Client Satisfaction

Accountable for the financial performance of assigned projects and departmental operations, including:

Gross profit Construction margins Cash flow forecasting Cost reporting Change management

Work closely with Finance to improve forecasting accuracy and project reporting. Operate within signing authority delegated by the VP of Construction [INSERT: signing authority threshold], escalating expenditures beyond delegated limits for VP approval.

Constructability reviews Design coordination Procurement strategies

Partner with Development during planning to maximize project value. Own development of the Basis of Estimate through validation, reconciliation, and internal challenge, presenting a decision‑ready Class A budget package to the VP of Construction for approval.

Construction Operations Provide senior leadership oversight of:

Project Managers Construction Administration Safety Consultants Major subcontractors

Ensure consistency in project delivery through standardized operating procedures and best practices.

Build a high‑performance construction organization by:

Hiring exceptional talent Coaching Project Managers Developing future leaders Conducting performance reviews Succession planning Building accountability Supporting employee development

Champion Troika's TRIBE Values throughout the department.

Client & Stakeholder Management Act as the senior construction representative for:





Owners Investors Consultants Utility providers Strategic subcontractors

Maintain strong relationships while proactively resolving complex issues.

Business Development Work alongside and support the Business Development Manager (BDM) on strategic pursuits, while leading business development activity at the project level, including:

Maintain client relationship continuity on active and upcoming projects Collaborating with the BDM on strategic industry relationships Support proposals and presentations Support the BDM in improving market visibility Identify project‑level opportunities for repeat and referral business Monitor market trends relevant to active project pipelines

Health, Safety & Quality Provide senior leadership for:

COR compliance WorkSafe compliance Safety culture Quality assurance

Governance & Reporting Budget variance Cash flow Change orders Forecasted completion Department KPIs

Provide monthly reporting to the VP of Construction, and as directed, to the Senior Leadership Team (SLT).

Qualifications Education Bachelor's Degree in:

Civil Engineering Construction Management

Equivalent industry experience considered.

Professional designations considered an asset:

Gold Seal Certification PMP P.Eng. LEED Accreditation

Experience — Required 15+ years progressive construction leadership Minimum 8 years leading Project Managers Experience managing multiple concurrent projects exceeding $250M in combined value Experience with single & multifamily wood frame/concrete construction Commercial and institutional construction experience Design‑build delivery experience Financial accountability for departmental budgets Senior leadership experience

Experience — Preferred / Asset Design‑build delivery experience Single‑family or custom home construction experience

Strong knowledge of:

BC Building Code Contract law Procurement Project controls Scheduling Cost management

Software: Procore Microsoft Project Sage Excel Microsoft 365

Travel Regular travel may be required across Troika’s Western Canada markets as project and business needs require.

Work Schedule Standard schedule: Monday to Friday

Flexibility required for emergencies, and seasonal demands.

Rate of Pay: Salary $149,000 - $195,000 The total compensation package includes: Extended Health, Dental, and RRSP Matching (for eligible employees).
