Join FSRA and help shape the future of regulation for generations to come.Purpose of PositionThe Scrum Master, Information Technology position plays a critical role in ensuring the efficient and transparent delivery of data initiatives in alignment with FSRA’s regulatory mandate. The role defines and drives delivery priorities, outcomes, and value realization for digital products and business capabilities, serving as the key liaison between business stakeholders, delivery teams, and technical partners to ensure a clear, achievable, and aligned product vision, backlogs, and releases.Key ResponsibilitiesAgile Delivery & Scrum FacilitationServes as Scrum Master for one or more Agile teams delivering IT solutionsFacilitates Scrum ceremonies (Sprint Planning, Daily Stand‑ups, Sprint Reviews, Retrospectives)Coaches teams on Agile principles, Scrum framework, and continuous improvement practicesFosters a culture of accountability, collaboration, and delivery excellenceDeliveryIdentifies and removes impediments impacting team velocity and deliveryTracks and reports on Agile delivery metrics (velocity, sprint outcomes, delivery risks)Promotes DevOps, automation, and Agile best practices where applicableSupports scaling Agile practices across multiple teams or programs as neededInfluences and guides cross‑functional teams to ensure the product meets business requirements and delivers valueScrutinizes SI deliverables as they pertain to solution strategy, roadmap, design, and delivery and escalates issues to Senior Leadership, as appropriateSupports business process standardisation and ensures recent capabilities align with compliance and governance frameworksOversees business readiness planning, including communication, training, and adoption activitiesReport and AnalyseTracks and reports on team progress, capacity,



and velocity; uses metrics and feedback to improve processes and product deliveryKeeps leadership informed on product progress, risks, and dependencies through regular updates and reportingProactively identifies and escalates critical issues, blockers, or decisions that require executive inputPrepares and presents updates to leadership and steering committees on progress, priorities, and business impactEnsure QualityAccepts or rejects deliverables, provides feedback to the team, and advocates for the development process through to implementationTracks product performance metrics, user adoption, and feedback post‑releaseReviews vendor deliverables to ensure alignment with business intent, quality expectations, and contractual commitmentsMonitors adoption, user satisfaction, and system performance to identify enhancement opportunitiesLeads retrospectives and implements lessons learned to improve delivery practices across programmesManage the Product BacklogEstablishes, prioritises and manages the product backlog across agile teams using Azure DevOps, ensuring stories and features are well‑defined and prioritisedManages cross‑product dependenciesValidates delivered functionality against acceptance criteria and ensures business readiness for go‑liveCollaborate and CommunicateWorks closely with project managers, business SMEs, external SI and technical teams to plan and execute releasesServes as the primary liaison between business units, delivery teams, and vendor partners to maintain shared understanding and directionCoordinates across cross‑functional streams to manage dependencies, align timelines, and validate deliverablesLeadership and CoachingServes as a key champion and voice of the IT across FSRA, as requiredIdentifies opportunities for enhancements and works with teams to implement iterative improvementsLeads and coaches junior product teams membersQualificationsEducationPostsecondary degree in Computer Science, Information Systems,



or a related field (or equivalent education and professional experience)Experience5+ years of experience as a Scrum Master or Agile Delivery Lead in IT environmentsExperience with data collection systems, ETL/data pipelines, data quality and validation processes, and cloud or enterprise data platforms (e.G., Azure, AWS, data warehouses)Knowledge and SkillsTechnical SkillsDemonstrated experience supporting complex projectsStrong understanding of Microsoft Dynamics 365 and integration with enterprise business systemsStrong knowledge of Scrum, Agile, and Lean delivery methodologiesProficiency with Agile tools (Azure DevOps, Jira, Confluence)Non‑Technical/Soft SkillsExcellent communication and interpersonal skills to create clear documentation and enhance relationships between developers, product owners, and stakeholders, ensuring an understanding of goals, risks, and progressAbility to negotiate and eliminate impediments that slow down developmentStrong organisational skills to manage competing priorities and deadlines, and to track team metricsDemonstrated flexibility to function in a fast‑paced IT environmentKnowledge of project management methodology, tools, and best practices to lead and manage multiple, complex projectsAbility to anticipate potential risk and develop risk‑management strategies and protocols to mitigate risk, and to lead resolution of critical incidents when they occurProject leadership skills to foster a positive environment and facilitate collaboration toward common goalsPlease note that this position will close at 12AM on the closing date.Compensation & BenefitsGrade: 07‑AMAPCEORange: $88,496.00 – $128,625.00Bargaining Unit: AMAPCEOJob Code: 7A001FEmployment Type: RegularScheduled Weekly Hours: 36.25Benefits: Competitive compensation package including an employer‑matched defined benefit pension plan and a comprehensive benefits planFSRA is committed to ensuring equity in employment, creating a diverse, inclusive workforce that reflects the communities we serve and ensuring our services and communications are accessible to all individuals.
