Toronto Seniors Housing Corporation (TSHC) is a non‑profit municipal corporation mandated to provide subsidized rental housing in a state of good repair for approximately 15,000 low and moderate‑income seniors in 83 buildings across the City of Toronto. We provide tenants with access to services and support through an integrated service model to enable seniors to age at home, have successful tenancies, and enjoy a better quality of life.Manager, Employee and Labour RelationsReporting to the Director, People and Culture, the Manager, Employee and Labour Relations role will lead the delivery of employee relations, labour relations, and occupational health and safety programs across the organization.This role provides strategic and operational leadership in a unionized workplace, including collective bargaining, grievance management, investigations, and advisory support to leaders. The Manager also oversees a team and contributes to building a consistent, proactive people and culture function aligned to organizational priorities.Key ResponsibilitiesLead employee and labour relations functions including investigations, discipline, grievance handling, and collective agreement interpretationProvide strategic advice and guidance to leaders on complex ER/LR mattersLead or participate in collective bargaining and support administration of collective agreementsBuild and maintain effective working relationships with union representatives and internal stakeholdersOversee occupational health and safety programs, including policy development, training, and complianceLead, coach,



and manage a team delivering ER/LR and health and safety servicesDevelop policies, procedures, and training to support consistent people practicesMonitor trends, analyze data, and provide reporting to support decision-makingQualificationsPost‑secondary education in Human Resources, Labour Relations, or related fieldSignificant progressive experience in employee and labour relations within a unionized environmentDemonstrated experience with collective bargaining and grievance managementStrong knowledge of employment legislation and occupational health and safety requirementsExperience leading teams and supporting organizational leaders on complex people mattersStrong judgment, communication, and stakeholder management skillsWhy Join TSHCThis is an opportunity to contribute to a growing public organization delivering essential services to seniors across Toronto.
