Data Analytics Specialist (Data Scientist)Contract - 12 month (up to 12 month extension)$97/hrMay 16, 2025ClosedAbout the RoleOur public sector client is seeking a Data Analytics Specialist for a 1‑year full time contract, with the possibility of up to a 12‑month extension. The Data Analytics Specialist will be required on a full‑time basis (7.25 hour work day, 36.25 hours/week) and is required to support the design and development of analytical data products & services to enable the Client to better leverage its data assets and support implementation of the Client’s Data Strategy. Working within a team, this resource is an expert and plays a key role in ensuring high‑quality data modeling, applying algorithms, de‑identification, synthetic data creation, visualizations and development of evidence for use across ministries and with external stakeholders.The successful candidate will be a Data Analytics Specialist / Data Scientist with a diverse range of analytical skills and experience in working in multi‑faceted roles. The role may have aspects of any or all the following: data analysis, data science, data modelling, statistical analysis, artificial intelligence (AI) & machine learning (ML), strategizing, advising, data product design and delivery. There may also be aspects of data engineering, technical analysis, and business analysis.ResponsibilitiesProvides hands‑on support, leadership, advice and direction on the strategic data initiatives that are being undertaken as part of the Data Strategy. A critical responsibility is to coordinate with various internal and external clients to understand their analytics needs and how to use the data to best meet these needs. This resource is an expert in anticipating, identifying and responding to diverse and complex data analytic requirements across the Client’s departments and from external organisations, while also aligning with other areas of branch and broader department. Services and project deliverables should evolve as the work progresses, in response to emerging user and business needs, as well as design and technical opportunities.Works to:Provide expertise and leadership in the design and competition of analytic projectsDevelop and share data models and productsProvide continuous improvement of analytics capacitiesDesign and support development of analytic service offeringsAnalyze and organise raw data, preparing it for prescriptive and predictive modelling, while building algorithms that deliver business valueEvaluate business needs, enhance data quality, and design analytical tools to support our data servicesConduct complex data analysis and collaborate with data engineers and analysts on various projectsCoach and mentor team members, fostering a client‑centric approach and encouraging innovative solutionsWork closely with senior management to support a cultural shift toward data as a strategic asset and maintain effective relationships with internal and external stakeholdersCreate and present options, roadmaps, frameworks, models,
and briefings for senior executives with regards to analytics services, based on best and emerging practices and principlesFacilitate strategic conversations to develop shared understanding and generate options for decision‑making to align diverse stakeholder interests and goalsDevelop baseline and ongoing outcomes, key results, metrics, and other indicatorsWork as part of a team responsible for the generalisable extraction of knowledge from data by applying various techniques and methodologies including probability models, machine learning, computer programming, statistics, data engineering, pattern recognition, and data visualisationsExperience in Data Analytics or as a Data ScientistApply skills to provide insights, support decision‑making and facilitate strategic business planning across the departmentFocus on understanding predictive analytics and needs‑based analytics strategies to simplify, consistently produce and re‑use analytical models and assets to drive measurable valueProvide executives and decision‑makers a deeper understanding of their operations, transactions, services and information required for them to identify current opportunitiesProvide depth and insights on Client’s data assets and transform them into meaningful analytics for decision‑makingBring knowledge of statistical classification techniques such as k‑means, hierarchical clustering, partition trees, and logistic regressionIntegrate both quantitative and qualitative data to create business insightsDesign and create dashboards and custom reporting with various data sources and inputsAnalyse data and prepare resultsGather and document client requirementsCapture business and technical metadata for analytical productsEscalate issues and risks, as appropriateWork within a multi‑vendor/staff environmentDeliverablesSpecific deliverables and due dates will be determined by the client team in conjunction with project managementStatus reports – weekly and monthlyWorking HoursStandard hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the client, and will be expected to be on‑call periodically. Work must be done from within Canada, due to network and data security issues. It is anticipated the role will be 100% remote; however, in the event of an onsite meeting, the Client/Handis Consulting Ltd. does not pay for travel to attend on‑site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.Resource will work remotely, though must be available for onsite meetings when required. Onsite meetings include but are not limited to strategic, analytical, and technical discussions, meeting with team members, senior managers, directors,
executive directors, and business clients. Frequency of meeting could be up to 3‑4 times per fiscal year. Actual onsite attendance may be negotiable, particularly if resource lives outside Alberta.EquipmentThe candidate shall be responsible for providing all their own equipment. The computer’s operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. AVD/remote‑related software will be installed on the resource’s computer.RequirementsEducationBachelor degree in Computer Science or related field of study equivalencies will be consideredWork Experience6 years experience in statistical and computer languages (R, Python, SQL)6 years experience building analytical and quantitative analysis models6 years experience with projects involving data science, data engineering, and/or AI6 years experience preparing data for prescriptive and predictive modelling6 years experience understanding complex business questions and framing analytical questions6 years experience with various approaches and methods for data analytics and data science (complex statistical modelling)6 years experience with statistical and data mining techniques to address key business issues5 years experience in data sharing, data‑linkage, de‑identification, metadata, data quality, ethics, synthetic data and data literacy5 years experience combining raw data from a variety of sources within and across domains5 years experience dealing with clients and explaining complex data principles in a thoughtful manner3 years experience designing and maintaining data pipelines, analytics workflows, or data product workflows5 years experience preparing visualisations, dashboards, and analytical models5 years experience understanding and developing requirements for analytical projects5 years experience utilising big data technologies (Hadoop, Spark) or cloud platforms (Azure, Snowflake)3 years experience working with large government datasetsStandard Security ClearanceThe contractor shall, prior to commencement of the Services, provide the client, on its request and at no cost to the client/Handis Consulting Ltd., with a current criminal record check.Resource ReferencesThree references, for whom similar work has been performed, must be provided.
