Duties
The Technical Services Officer leads and manages the maintenance team at National Historic Sites in the northern area of the Manitoba Field Unit. The position coordinates the inspection of assets, compliance testing and reporting, identifies work requirements, actions work requests, plans and schedules work performed by in-house staff and external contractors.The position is directly accountable for managing financial resources including an annual operations and maintenance budget as well as special project funds. The position provides technical expertise and support to the Manitoba Field Unit Superintendent, Asset Manager, internal clients and stakeholders.As a member of the Field Unit, you will supervise and provide daily direction to staff located in Churchill, Manitoba, ensuring the effective monitoring, maintenance, and management of the asset portfolio associated with sites managed in northern Manitoba.

Work environment
A passionate, diverse group of people from a variety of functions, work together as the Manitoba Field Unit. The Field Unit manages seven National Historic Sites and one National Park which are broadly dispersed throughout southern and northern Manitoba.
These are Wapusk National Park, Prince of Wales Fort National Historic Site, York Factory National Historic Site, Lower Fort Garry National Historic Site, St. Andrew's Rectory National Historic Site, The Forks National Historic Site, Riel House National Historic Site, Battle of Seven Oaks National Historic Site and Linear Mounds National Historic Site. Whether viewing/studying caribou or polar bears in Wapusk, or sharing the history of one of the seven national historic sites with visitors, the team works collaboratively with Indigenous partners such as the Treaty One and Treaty Five First Nations and the Manitoba Metis Federation to ensure all perspectives are considered.

Intent of the process
This process will be used to staff a temporary, full-time position (37.50 hours/week).This process may be used to create a list of qualified candidates to staff similar positions with various tenures, security levels or linguistic requirements in the same or other parts of the country.

In accordance with obligation under the Wapusk National Park, Park Establishment Agreement, preference will be given to internal and external persons who are Northern Residents as defined in the Park Establishment Agreement.*Northern residents and members of the identified Indigenous groups who meet or exceed the qualifications stipulated in this selection process will be considered on a priority basis.
Northern resident means:
a) any person/resident within the Local Government District of Churchill. Must have resided in Churchill for at least 6 months immediately before the closing date of this process.
b) any person/resident in any settlement along the Canadian National Railway (Bay Line) from Bird northward.

Conditions of employment
Reliability Status security clearance - Valid class 5 or provincial equivalent driver’s license;
Willingness to obtain Standard First Aid Certificate (or equivalent) and CPR C certificate;
Will be required to undergo and pass periodic medical checks.

Work shift-work, and/or weekends, and/or statutory holidays and provincial/territorial holidays;
Wear a Parks Canada uniform and PPE as per the uniform policy;
Work and/or travel in diverse terrains, weather conditions, and by various means of transportation;
The work requires physical effort to frequently walk, stand, kneel, climb and/or work indoors and outdoors.

EDUCATION
Graduation from a post-secondary institute with a trade certification or technician/technology diploma in one of the following specialties: architectural, building, construction, civil, electrical, mechanical, or structural engineeringORAn acceptable combination of education, training and experience.

EXPERIENCE

Experience planning, managing and delivering construction and maintenance projects;

Experience coordinating and delivering the inspection, assessment, testing and monitoring of built assets (e.g. buildings, paths, fuel storage tanks, HVAC & electrical systems, grounds, small water and wastewater systems);

Experience managing human and financial resources (i.e., staffing,



labour relations, operational and project budget planning, management and forecasting);

Experience as a team leader/mentor and supervising staff.

Knowledge of principles and practices associated with asset management, maintenance and investment analysis;

Knowledge of project management concepts, principles, practices and techniques;

ASSET EDUCATION

Certification or training in a skilled trade, or a technical diploma or degree relevant to the position.

ASSET EXPERIENCE

Experience in the maintenance and repair of grounds, buildings, and structures;

Experience in fleet and equipment management;

Experience in the operation of a water treatment plant and/or wastewater treatment plant, including sampling, analysis, and system adjustment;

Experience planning and conducting asset maintenance and code compliance inspections;

Experience in preventative maintenance activities.

ASSET KNOWLEDGE

Knowledge of codes, legislation, regulations, standards and practices related to the construction, repair and maintenance of a variety of assets;

Knowledge of Asset Management database systems (Maximo);

Knowledge of project planning techniques, including cost estimating and budgeting;

Knowledge of small Water and Wastewater treatment plant operations;

Knowledge of mechanical systems such as HVAC systems, loaders, and vehicles.

ASSET ABILITIES

Ability to develop work plans for employees;

Ability to troubleshoot mechanical and electrical systems.
