15 Wing, headquartered in Moose Jaw, is the centre of RCAF aircrew training and is comprised of 2 Canadian Forces Flying Training School (CFFTS) and 431 Air Demonstration Squadron (CF Snowbirds) both located in Moose Jaw, SK. The Wing is the principal site of the NATO Flying Training in Canada (NFTC). 15 Wing is responsible for three different aircraft platforms that include: CT-156 Harvard II, CT-155 Hawk, CT-114 Tutor, and any visiting aircraft. You will be part of a team that works closely with the military customer and other Serco teams to deliver quality and efficient VFR air traffic services to DND, at Canada's Most Notorious Military Airport. Summary/Purpose
Develop, implement, and maintain OHS and Quality policies, Environmental policies, procedures, programs and guidelines, in accordance with legislative, company and ISO requirements.
Oversee various Quality systems using applicable software program(s), ensure Environmental Management System (EMS), Quality Management System (QMS), Serco Management System (SMS) and any other relevant metrics are established, implemented, and maintained in accordance with compliance benchmarks including but not limited to ISO 14001/9001 International Standards.
Ensure compliance with all Serco Canada Inc. policies and procedures,
including but not limited to Code of Conduct and Ethics, Serco Management System, PDR’s, timekeeping, etc.
Key Responsibilities
Advise Management of legislative or other changes in OH&S;, Environmental and ISO requirements.
Assists all site personnel, including management, supervisors and other employees to exercise due diligence in implementing the Serco Occupational Health, Safety, Environmental Program and Quality programs.
Assess all workplace OHS and Environmental and Quality compliance with applicable regulations, policies and procedures, and provide assistance to ensure requirements are met, including but not limited to: assist various departments in safety procedures development; conduct safety, environmental and Quality audits and workplace inspections; review Workplace Risk Assessments conducted by management, supervisors, and employees and provide assistance in workplace hazard assessments; co-ordinate OHS evaluations and audits and equipment safety specifications; advise on OHS, Environmental and Quality regulations and non-conformances.
Develop and facilitate a training program for OHS compliance, provide briefings and training as required to ensure compliance
Monitor staff and sub-contractors for HSE compliance while working on-site.
Monitor the quality of work being performed as assigned in the computerised maintenance management system (CMMS).
Maintain all health and safety records in accordance with the applicable health and safety regulations and ISO 9001 Quality Management Standard record control.
Liaise with Workers Compensation and Safety and Environmental Committees.
Conduct reviews of all new projects for occupational health and safety compliance.
Conduct accident/incident investigations and ensure compliance with legislative and company policies and processes.
Submit Injury Reports to our consulting firm that specializes in workplace disability management, Windley Ely.
Evaluate and issue Confined Space Permits in accordance with the customer requirements.
Prepare OHS and Environmental regulatory reports and other reports as required.
Liaise with DND General Safety Officer, PMed and the Prime's HSE representative on various issues of Health and Safety.
Accurately maintain all documentation required by the Quality Management Program in a timely manner.
Perform Internal Quality and Safety audits of all Serco divisions including subcontractor.
Ability to always work professionally with Customer Quality and Safety representatives.
Maintains the Quality Cycle.
Responsible for the successful completion of external audits by the Registrar.
Ensure all assigned deliverables and other reports are completed accurately and on time.
Visibly demonstrate Serco Values and work practices while completing duties.
Other related duties relevant to this position as may be required.
Comply with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, drug and alcohol, and the Quality program.
Job Requirements
An Occupational Health & Safety Diploma from a recognized college or university.
Possession of or can obtain and maintain a Ramp Defensive Driving Course (DND/RDDC) certification to operate vehicles on the airfield is required.
